What the FY2027 request buys
Verbatim from the R-2A exhibit for project 676020 of PE 0207134F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Funding continues OFP development efforts improving war-fighting capabilities for the F-15E and the added capabilities of the F-15EX fleet. Addresses emergent needs for Long Range Kill Chain and Collaborative Combat Aircraft missions. Integrates new or improved capabilities enhancing the F-15's ability to engage in highly contested environments, such as Beyond Line-of-Sight comms, high speed data transfer, overall connectivity, and open mission systems required for LRKC and CCA. Funding also supports improvements in electronic battle management, joint mission planning, and net enabled weapons. Continues to address the capability concurrency gap between F-15 training systems and the F-15 operational fleet to be reflective and incorporate relevant capabilities present in the OFP. Funding continues the growth of a public-private-partnership between Boeing and the Government to develop OFP organic software code for the F-15.
Funding increased to rapidly integrate new capabilities, counter emerging threats, ensure aircrew safety and mission effectiveness, and maintain the F-15's competitive edge and operational readiness by supporting ongoing development, testing, and integration of critical updates.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Funding continues OFP development to improve warfighting capabilities for the F-15 fleet; fixes problems with OFP Release 25; updates F-15 common OFP to include the latest capabilities for highly contested environment, weapons including HACM, LRASM, FALCO, sensor systems including IRST integration, Eagle Passive Active Warning Survivability System (EPAWSS), and radar and sensors integration. Initiates planned updates to F-15 training systems to bring concurrent with the F-15 fleet by 4Q FY2027. FY 2026 funding also supports the development and growth of a public-private-partnership between Boeing and the Government to develop OFP software code for the F-15 Advanced Display Core Processor (ADCP) II.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 112.2 |
| FY2026 | Enacted | 136.0 |
| FY2027 | Request | 225.0 |
This activity is 70% of project 676020's FY2027 request and 70% of PE 0207134F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
