What the FY2027 request buys

Verbatim from the R-2A exhibit for project 676020 of PE 0207134F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue development for test fleet upgrades to meet DT & OT requirements. FY 2027 Flight Test funding provides: contractor support cadre at Eglin and Nellis AFBs for DT/OT support, avionics integration, lab operations & maintenance, Combined Test Force operations & maintenance, and long-lead test-unique equipment (i.e., program specific aircraft instrumentation, weapons instrumentation kits, data reduction/handling equipment); replacement of obsolete test aircraft instrumentation, lab modernization and sustainment, and resources needed to maintain a robust integration and test capability for the F-15 test enterprise. Efforts include supporting the weapons and Long-Range Kill Chain roadmaps, and support for maintaining manpower for F-15 test fleet modification activity.

FY2026 to FY2027 change

Funding decreased due to divestment strategies tied to loaner test aircraft.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue development for test fleet upgrades to meet DT & OT requirements. FY 2026 Flight Test funding provides: contractor support cadre at Eglin and Nellis AFBs for DT/OT support, on-site avionics integration and lab operations & maintenance, Combined Test Force operations & maintenance, and long-lead test-unique equipment (i.e., program specific aircraft instrumentation, weapons instrumentation kits, data reduction/handling equipment); replacement of obsolete test aircraft instrumentation, lab modernization and sustainment, and resources needed to maintain a robust integration and test capability for the F-15 test enterprise. Efforts include supporting the weapons and Long-Range Kill Chain roadmaps, and support for maintaining manpower for F-15 test fleet modification activity.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 12% of project 676020's FY2027 request and 12% of PE 0207134F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
