What the FY2027 request buys

Verbatim from the R-2A exhibit for project 653133 of PE 0207328F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue integration of SiAW missile on the F-35 to include: mission planning, establishing a hardware/software lab to develop, test and program mission data files; begin SIL testing with the aircraft platform; continue required ground tests (i.e. wind tunnel tests, ejector rack testing, vibration tests, structural coupling tests, etc.); continue demonstration of hardware compatibility with the platform beyond what can be leveraged by AARGM-ER (physical, mechanical, electrical and environmental) and continue with criteria and demonstration of standards for airworthiness certification.

FY2026 to FY2027 change

Funding increased due to transition from initial integration activities, which identify and define requirements, to beginning integration tasks such as software lab testing, Universal Armament Interface development, and expanding required flight sciences and airworthiness efforts beyond what can be leveraged from AARGM-ER.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continued integration of AARGM-ER on the F-35 as an interim combat capability, including ground testing, F-35 operational flight program (OFP) integration, launcher adapter development, mission planning, and flight testing. Began initial integration of the SiAW missile on the F-35, including execution of System Requirements Review to define requirements for and begin mission planning, mission data development, ground testing, and airworthiness activities, and began establishing a System Integration Lab (SIL).

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 42% of project 653133's FY2027 request and 42% of PE 0207328F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
