What the FY2027 request buys

Verbatim from the R-2A exhibit for project 653133 of PE 0207328F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue SiAW missile test support, purchase of test equipment, target fabrication and CAD modeling, and funding range/aircraft/ground support. Accreditation of target/threat emitter acquisition to include weapons cybersecurity support and test investments, and qualification and certification of the new FTS.

FY2026 to FY2027 change

Funding increased due to expansion of SiAW test efforts to support increased test preparation activities and test events such as FTS certification, modeling and simulation analysis, impact predictions and analysis, relevant target acquisition to include fabrication, building target set threat models, and increased test range, control room and aircraft preparations to include configuring hardware for proper target tracking, data collection and security management necessary to capture and transfer required mission/test data.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continued SiAW missile test support, purchased test equipment, continued target construction, and funded range/ground/Test aircraft and maintenance support. Continued target/threat emitter acquisition and the system verification and validation to include weapons cybersecurity support, and development of the new flight termination system (FTS) and completion of the FTS critical design review.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 44% of project 653133's FY2027 request and 44% of PE 0207328F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
