Stand In Attack Weapon
The Stand-in Attack Weapon (SiAW) is currently in development under the Middle Tier of Acquisition (MTA) pathway. SiAW will provide the capability to strike rapidly re-locatable targets that create the Anti-Access/Area Denial (A2/AD) environment. SiAW targets include Theater Ballistic Missile Launchers, Land Attack and Anti-Ship Cruise Missile Launchers, Jammers, Anti-Satellite Systems, and Integrated Air Defense Systems. SiAW missile system development emphasizes agility and innovation by leveraging Digital Engineering (DE) and Weapon Open System Architecture (WOSA) approaches to quickly integrate future capabilities at reduced cost. Interim capability will be pursued through the Navy's Advanced Anti-Radiation Guided Missile-Extended Range (AARGM-ER) program with improved warhead/fuze and F-35 integration (including Universal Armament Interface [UAI] and Mission Planning). The SiAW program is posturing to transition from development under the MTA pathway to production under the Major Capability Acquisition (MCA) pathway in FY2027. FY2027 funds will continue SiAW F-35 aircraft integration efforts (begun in FY2026) and next higher-level assembly development, will mature system security and anti-tamper capabilities, and will invest in increased flight test preparation activities. For the purposes of the MTA, the SiAW missile system will be integrated and tested on a surrogate aircraft. For post-MTA work (MCA) and fielding, SiAW will be integrated on the F-35. The total cost of the SiAW Middle Tier of Acquisition effort is 964.097 million, including RDT&E and procurement of prototype units. The SiAW program is fully funded across the Future Years Defense Program. This requirement supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D. FY27 RDT&E funding for PE 0207328F, Project 653133 is in compliance with budgeted end items per the approved test strategy and FY24 Omnibus, Sec. 8057. This program element includes all necessary expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 0605829F, 0605831F, 0605833F, and 0605898F.
