IT Rapid Acquisition
Supports and enables Department initiatives to modernize legacy information technology (IT)-based systems, infrastructure, and supporting portfolio management tools and processes to achieve cost efficiency, mission effectiveness and improved IT investment management across the DoW Information Network (DoWIN). Provides technical studies and analysis to inform Department-wide strategies, policies, and investments for the enterprise information environment and business mission areas. Provides studies and analysis to inform and support modernization or replacement of disparate SNaP-IT, DITIP, and DITPR systems – which currently lead to data inconsistency – with a unified process based on detailed business process maps, system designs, and data dictionaries. The program delivers timely, accurate, and transparent information to leadership, enabling better decision-making. It enhances combatant command capabilities by analyzing major cloud initiatives, implementing DevSecOps practices for secure software development, improving network efficiency and resilience through assessments and recommendations, and conducting research to inform strategic objectives.
FY2027 planned work Provide technical expertise through congressionally directed independent assessments and research projects related to critical IT areas, including: defense business systems; data and architecture; IT standards; IT category management; network infrastructure; 4th Estate network optimization (4ENO); command and control (C2) systems; DevSecOps; federated identity, credential and access management (ICAM); cloud; data center modernization; global computing fabric; O365 implementation; audit; and classified network modernization. Continue developing business process maps and system design diagrams for existing systems (SNaP-IT, DITIP, DITPR) to identify redundancies, inefficiencies, data…
FY2026 to FY2027 change Increase is due to developmental costs for modernization of existing systems (DITIP and DITPR) and for migration costs of SNAP-IT capabilities.
FY2026 plans — current year Provide comprehensive IT systems engineering, optimizing portfolio management by addressing operational, economic, and technical factors. Perform studies and analysis for enterprise-wide initiatives (enterprise service adoption, cloud computing, DevSecOps) to increase DoWIN efficiency, effectiveness, and resilience while reducing technical debt. Conduct performance assessments, develop modernization plans, and provide investment recommendations to enhance network infrastructure and services, architectures, designs, and testing to standardize and automate secure configurations to improve security, increase access to mission applications, and enable resilient data centers and cloud services…
