Test and Evaluation

Combatant Command Intelligence Enterprise Management Support Office (CCI EMSO) guides the development, modernization, alignment, and integration of Combatant Command Intelligence (CCI) enterprise IT capabilities and systems as part of the Defense Intelligence Enterprise (DIE). This program focuses on information technology (IT) and data centric gaps and builds consensus across the Combatant Commands (CCMDs), Combat Service Agencies (CSAs), and services to accelerate enterprise IT solutions to the Warfighter. CCI EMSO provides foundational data analytics and enterprise architecture research, modeling, and simulation across the Defense Intelligence Enterprise. This program includes a cloud-based research and assessment computing environment leveraging advance computing and storage technologies. It provides data-driven research, portfolio assessment and management, and decision support to enable OUSW(I&S)'s governance and management of the CCMD Intelligence Enterprise. CCMDs require a cohesive, flexible innovative IT enterprise that rapidly transforms and adapts to ensure intelligence content informs solution analysis, planning, warfighter operations, and strategic decision making. This program office actively engages with the CCMDs and service providers to refine requirements, identify potential solutions, and advocate for the modernization, alignment, and integration of DIE capabilities critical to the warfighter. CCI EMSO champions CCMD Intelligence IT requirements and capability development during DoW and OUSW(I&S) modernization priorities and initiatives. The CCI EMSO is at the nexus of multiple service providers, networks, systems, applications, classification levels, and funding. In 2016 OUSW(I&S) and Joint Staff Sponsors established this program in the Air Force founded on Intelligence System Initial Capability Document (IS-ICD - JROCM 094-16) and a Change Request (DCR - JROCM 088-17). Annual OUSW(I&S) priorities and DAF IOs guide CCI EMSO to support the modernization and integration of the CCI IT Enterprise IT capabilities supporting the Combatant Command J2s. This program enables long term research, assessment and investment recommendations of systems and processes capable of supporting the CCI Enterprise. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability.

FY2027 planned work Cancellation of efforts: The termination of funding across the FYDP, combined with the loss of the CCI EMSO RDT&E budget, will prevent the team from delivering decision-grade analysis of enterprise IT shortfalls and emerging enterprise solutions critical to the Combatant Commands' joint warfighting mission. EMSO will no longer be able to support its cloud-based Assessment Environment and Digital Architecture Library, severely compromising the accuracy and timeliness of data analysis and digital assessments. As a result, progress toward advancing the OUSW(I&S) Digital Transformation of the Defense Intelligence Enterprise will be halted.

FY2026 to FY2027 change The FY 2026 to FY 2027 decrease is due to Air Force administrative actions for Efficiency - Contract Services.

FY2026 plans — current year Will Continue efforts: Reducing the CCI EMSO RDTE budget by 18% will significantly degrade the team's ability to deliver decision-grade analysis of enterprise IT shortfalls and emerging enterprise solutions impacting the Combatant Commands' joint warfighting mission. The reduction will impact EMSO's capacity to employ its cloud-based Assessment Environment and Digital Architecture Library, decreasing the accuracy and timeliness of its data analysis and digital assessments and failing to advance OUSW(I&S) Digital Transformation of the Defense Intelligence Enterprise.
