GIG Evaluation Facilities (GIG-EF) and GIG Enterprise-Wide Systems Engineering Advisory Activities
This program supports the Department's initiatives to defend the homeland and deter China by modernizing command, control, and communications (C3) capabilities. The DoW CIO provides strategic direction and oversight for C3 capabilities, including tactical communications, infrastructure, satellite communications (SATCOM), airborne intelligence surveillance and reconnaissance, electromagnetic spectrum management, positioning, navigation, and timing, Defense Information Systems Network infrastructure, commercial mobile devices, and emerging 5G capabilities. The C3 modernization program provides technical analysis and systems engineering to ensure warfighters have an information advantage through C3 systems and shapes the Combined Joint All Domain Command and Control (CJADC2) technology foundation. Specifically, this program enables the research, analysis, evaluation, and management of communication networks in a contested spectrum environment. This includes providing secure information access and services (e.g., cryptographic modernization) and supporting Combined Joint All Domain Command and Control (CJADC2) efforts by refining joint protocols.
FY 2027 request also invests in Joint Modular Emitter Interface Standards and System Proliferation (JMEIS) requirements. JMEIS will leverage ongoing test and training threat emulator efforts to produce a joint standard for industry to build to and for the Department to acquire in order to fill the gap in electromagnetic spectrum systems…
