This budget line funds the development of the Command and Control, Incident Management, Emergency Response Application (C2IMERA), a C2 system that enables commanders and staff to generate and present ready forces to combatant commanders at tactical, operational, and strategic levels. C2IMERA funds provide enhanced installation C2 that improves decision speed, quality, and lethality by incorporating direct user inputs, connecting people to information, automating daily operations, and integrating data from myriad systems into real-time, interactive Common Operating Picture (COP) with visualized dashboards. C2IMERA enables mission-ready units of action to support Agile Combat Employment by effectively linking combat wings and base commands, enabling bases to successfully operate during competition, crisis, and conflict. C2IMERA synchronizes information across large scale exercises and operations through the implementation of a COP and tool that streamlines daily operations and reporting. C2IMERA aggregates the theater-wide critical information into strategic and operational pictures that enable Higher Headquarters (HHQ) to make real-time force decisions across the competition continuum. C2IMERA accelerates decision makers' access to C2 information by providing automated updates through the COP/email and alleviating the need for unnecessary briefings, meetings, and radio communication(s). The C2IMERA operational concept has three capability areas: • C2 collaboration across the Wing, enabling the base to operate and fight • Wing Situational Awareness, enabling the wing to integrate across operations • Wing Collaboration/reporting to HHQ (i.e., Air Operations Center (AOC), the Air Force Forces (AFFOR), Command Center etc.), enabling high-quality operational and strategic decision making Requirements also include supporting base operations, mission management and monitoring, HHQ Information Exchange Requirements (IERs), Emergency Action Messaging, Situation Report (SITREP) automation, and other key enablers supporting the operational concept.

Mission & acquisition strategy

This budget line funds the development of the Command and Control, Incident Management, Emergency Response Application (C2IMERA), a C2 system that enables commanders and staff to generate and present ready forces to combatant commanders at tactical, operational, and strategic levels. C2IMERA funds provide enhanced installation C2 that improves decision speed, quality, and lethality by incorporating direct user inputs, connecting people to information, automating daily operations, and integrating data from myriad systems into real-time, interactive Common Operating Picture (COP) with visualized dashboards.

Using Software Acquisition Pathway (SWP), the acquisition strategy builds agile software engineering methodologies and modernization of existing capabilities utilizing evolutionary acquisition. Timelines are reduced by modularizing both software engineering solutions and the associated contracting and funding strategies. This enables dynamic resource allocation based on current warfighter needs. The desired end state is continuous delivery of software. This program is dependent on support from the All Domain Common Platform (ADCP). Program management for the C2IMERA program is under direction of Portfolio Acquisition Executive (PAE) Command, Control, Communication & Battle Management C3BM, located at Hanscom AFB, MA.
