What the FY2027 request buys

Verbatim from the R-2A exhibit for project WP-01 of PE 0602024E. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Optimize technology development for use against the Brown Tree Snake. - Identify novel cell culture techniques to significantly enhance gene editing technology development in vertebrates. - Test effectiveness of vertebrate gene editing tools in laboratory trials. - Test effectiveness of gene editing technology in field trials for the New World Screwworm. - Enhance capabilities for counter gene editing technologies for the New World Screwworm to demonstrate control of gene editing technology. - Conduct advanced ecosystem modeling and ecosystem impact modeling to augment data collected from field trials to demonstrate safety profiles. - Generate high-resolution mapping of the proposed technology's reach and impact within a trial site to demonstrate safety and control at scale. - Provide validated data from field trials to regulators to demonstrate the safety and effectiveness of gene editing tools at scale.

FY2026 to FY2027 change

The FY 2027 increase reflects the expansion of efforts from model and technology development to testing the technology in the field.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Develop gene editing tools to rapidly respond to invasive species threats, focused on the New World Screwworm and the Brown Tree Snake. - Constitute interagency and international working groups to ensure safe and responsible development, regulation, and deployment. - Develop robust models to ensure effective deployment strategies are implemented. - Scale safe gene editing methods from lab to field scale production. - Employ cutting-edge informatics tools to ensure methods are both effective and robust. - Begin development of methods for defending against adversarial use of gene editing technologies.

Money

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 17% of project WP-01's FY2027 request and 6.9% of PE 0602024E's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
