What the FY2027 request buys

FY2027 planned work

The T-ACS(X) CDD and spec will be completed and presented at Gate 3. Through an industry day and RFP solicitation, industry will be engaged at this time in order to prepare for design and construction. The MPS(X) AoA will be completed and reviewed at a Gate 2. Simultaneously, the CDD and spec will be developed. Industry studies will be awarded towards the end of the fiscal year. The T-AVB(X) ICD is planned to be validated at Gate 1 and the AoA will follow. While the AoA is nearing completion, the CDD will begin development.

FY2026 to FY2027 change

The increase of $28.039 million from FY2026 to FY2027 reflects an increase in requirements development, program management support, concept engineering to support multiple AoAs, major vessel conversion technical package development, multiple vessel specification development, multiple industry study contracts, and new construction management contracts. Overall, this PE's budget increase reflects accountability of conducting three concurrent future sealift projects: Crane Ship (T-ACS(X)), Maritime Prepositioning Ship (MPS(X)) and Aviation Maintenance Ship (T-AVB(X)) recapitalizations efforts.
