What the FY2027 request buys

Verbatim from the R-2A exhibit for project 2966 of PE 0603673N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Complete the Precision Fire Control INP by: - Integrating the Data Link Assisted Navigation (DLAN) Multi-Function Data Link (MFDL) fire control element. - Procuring 12 Low-Cost Terminal Defense Missiles (LCTDM) and 4 Hypervelocity Projectiles (HVP) flight test units and test targets. - Conducting interceptor guidance testing with Data Link Assisted Navigation (DLAN), Low-Cost Terminal Defense Missiles (LCTDMs), and Hypervelocity Projectiles (HVPs).

FY2026 to FY2027 change

The decrease in funding from FY 2026 to FY 2027 in Precision Fire Control (PFC) is due to completion of integrating Multi-Function Data Link (MFDL) fire control element and the PFC final demonstration against surrogate threats.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue the PFC INP by working the following tasks: - Integration of multi-function data link (MFDL) 2 fire control element. - Procurement of 5 Hypervelocity Projectiles (HVP) and 20 Low-Cost Terminal Defense Missiles (LCTDM) flight test units and test targets. - Interceptor guidance testing with HVP and LCTDM. - Combat systems integration studies. - Complete combat systems integration studies. - Complete design and prototyping of Precision Fire-Control (PFC) Increment 2 fire control elements.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 11% of project 2966's FY2027 request and 3.4% of PE 0603673N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
