Environmental Security Technology Certification Program
The Environmental Security Technology Certification Program (ESTCP) demonstrates and validates innovative technologies for military installations, while its companion program, the Strategic Environmental Research and Development Program (SERDP), invests in applied research to develop these solutions. ESTCP tests promising technologies in relevant operational environments across Department of War (DoW) installations, providing decision-makers with reliable performance and cost data before widespread implementation. By validating solutions under real-world conditions, ESTCP reduces adoption risks and accelerates technology transfer to end users. The program has an excellent track record of return on investment, with many solutions deployed directly to installations without further development. ESTCP demonstrations provide innovative, scalable technologies that enhance military readiness, improve warfighter capabilities, and strengthen defense infrastructure, prioritizing common sense, cost effective solutions that support operational effectiveness at military installations. ESTCP conducts formal demonstrations at DoW facilities in operational settings to document and validate improved performance and cost savings. To ensure real impact, ESTCP collaborates with end users and regulators throughout the development and execution of each demonstration. Transition challenges are overcome with rigorous and well-documented demonstrations that provide the information needed by all DoW partners to confidently invest in these innovative, transformative technologies. The program employs a competitive selection process to ensure high-quality demonstrations, issuing solicitations for proposals from government, academia, and industry. Each project develops a formal test and evaluation plan, and demonstration results undergo rigorous technical reviews to ensure conclusions are accurate and supported by data. This process ensures installations receive solutions that address current operational needs and deliver measurable benefits to DoW.

Read the FY2027 plan →FY2027 planned work The program will focus on growth through ongoing and new test and evaluations (demonstrations) of technologies and domestically sourced products that improve cost-effectiveness and enhance Warfighter readiness. STED will increase command-level participation in test and evaluation for solutions at DoW installations and federal agency facilities. These efforts will accelerate technology transition across the federal government while supporting domestic manufacturing capabilities and meeting Program Congressional mandates of FY24 NDAA.
FY2026 plans — current year The program will continue ongoing demonstrations and initiate new test and evaluations (demonstrations) of technologies and products that increase lethality, improve cost-effectiveness and enhance readiness. STED will increase participation in test and evaluation of emerging technologies at DoW installations and federal agency facilities with military departments, DoW components, including special operation forces (SOF) and federal agency command-levels. These efforts will accelerate technology transition across the federal government, expand the Program’s scope while supporting domestic manufacturing capabilities and meeting Program Congressional mandates of FY24 NDAA.
FY2025 accomplishments The program will continue evaluation, demonstration, and transition of innovative technologies in DoD operations. Efforts will build on recent successes such as improved Cleaner Lubricant and Preservative (CLP) for small arms, advanced rifle bore cleaner products, enhanced sorbents, and reusable targets. Demonstrations will validate improved operational performance, reduced maintenance requirements, waste reduction, and minimized environmental and health impacts. The program will prioritize technologies addressing high-priority operational needs and validate their performance in warfighter-relevant environments.
The program will expand and mature rapid demonstrations within the Innovation Landscape Network through research agencies and universities for hardened infrastructure, physical systems, and rapid responses to address natural hazards facing installations in key DoW geographies.
