What the FY2027 request buys

Verbatim from the R-2A exhibit for project MD09 of PE 0603892C. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Conduct future concept feasibility analysis aligned to real world event (RWE) observations to increase alignment and delivery of capability addressing warfighter needs in support of all planned defense missions and improve process for Service (e.g. U.S. Navy) collaboration. - Develop a capability using artificial intelligence technology advancements to accelerate the process of RWE analysis and provide the warfighter critical and timely performance assessment data on-board ship. - Conduct discrimination assessments to improve system performance, specifically addressing advanced countermeasures and electronic attack from adversary systems. - Modernize M&S tool development aligned to Agency's integrated test strategy to support rapid analysis, integration and test activities. - Assessing new technologies for Aegis Weapon System improvements & modifications for integration with external sensor and communication sources.

FY2026 to FY2027 change

Increase from FY 2026 to FY 2027 provides expanded utilization of MBSE across Aegis-Based portfolio, increases end-to-end M&S analysis and modernize M&S providing tactical representation in digital environments. These activities are necessary to address Fleet needs, enable rapid integration of new capabilities, and are required for Agency strategy in support of the President's Executive Order 14186.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Conduct future concept feasibility analysis aligned to real world event observations and warfighter needs in support of all planned defense missions. - Conduct threat engineering and system performance feasibility analyses to inform system model requirements development. - Conduct Systems Engineering for Aegis-Based system M&S development and interface to the Missile Defense System for current sea-based assets and planned land-based assets in support of the Missile Defense System architecture. - Conduct model-based systems engineering for Aegis system level improvements, developing architecture, behavior, requirements, traceability, V&V, interfaces, and configuration management. - Provide M&S Requirements Management and Development. - Update M&S tools to support Ground Test and Flight Test assessment. - Execute V&V activities in support of Ground Test, Flight Test, and M&S Operational Testing Runs for Record. - Integration of M&S tools in provided ecosystem, GT architecture, and Combat System Test Bed. - Execute BL 10 Modeling & Simulation Operational Test Runs for Record.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 18% of project MD09's FY2027 request and 11% of PE 0603892C's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
