Analysis Of Alternatives
This project provides funding for analytical support of Analysis of Alternatives (AoAs). AoAs are statutory requirements for MDAPs and regulatory for all other programs. Based on Department of Defense Instruction (DoDI) 5000.84, Analyses of Alternatives are required to be initiated after the Materiel Development Decision (MDD) to identify the best value materiel solution.. The project provides analytical capability for Pre-Milestone A programs that emerge outside the normal budget or POM cycles. Normally these programs are without program managers and require analysis to support Congressional, DoW and Army Senior Leader's requirement and acquisition needs and priorities. The AoAs support the development of requirements, Key Performance Parameters and thresholds values and tradeoff analysis. The cited work is consistent with the Army Science and Technology priority focus areas and the Army Transformation Initiative (ATI). The Army will assess and fund the highest Congressional, DoW and Army Senior Leader's priorities during the year of execution.
FY2027 planned work Continues analytical support to Army Tactical Fires Analysis, Air Missile Defense Integrating Analysis, Maneuver Air Defense, Counter-Small Unmanned Aerial Systems (UAS) Mix Study, as well as support analytic needs for emerging pre-milestone A AoAs to inform decisions to achieve future Army, DoW, and Congressional objectives.
FY2026 to FY2027 change Funding increase reflects economic adjustment.
FY2026 plans — current year Will conduct analysis funding in the following areas: Army Tactical Fires Analysis, Air Missile Defense Integrating Analysis, Maneuver Air Defense, and the Counter-Small Unmanned Aerial Systems (UAS) Mix Study. In addition, TDAC continues to support analytic needs for emerging pre-milestone A AoAs to inform decisions to achieve future Army, DoW, and Congressional objectives.
FY2025 accomplishments This project provides funding for analytical support for efforts such as: Long Range Precision Munition, Directed Energy Maneuver-Short Range Air Defense, Vehicle Protection Systems, Common Tactical Truck, and Ship to Shore Logistics Vessel. In addition, several Analyses of Alternatives started in FY 2023 and scheduled for FY 2024 will continue into FY 2025 will require analysis funding to include XM30 Mechanized Infantry Combat Vehicle, Integrated Tactical Network, Maneuver Support Vessel - Heavy, Next Generation Main Battle Tank, Lower Tier Air and Missile Defense Sensor, and Project Convergence.
FY2027 planned work Will conduct analyses under the T2COM to identify transformational technologies that enable concept required capabilities in the Army's Science and Technology (S&T) portfolio. Will continue to study the Army's portfolio of electromagnetic warfare (EW) systems to inform programmatic decisions and system designs to achieve future Army and DoW objectives.
FY2026 to FY2027 change Funding increase reflects economic adjustment.
FY2026 plans — current year Will conduct analyses in coordination with the Futures and Concepts Command (FCC), and DEVCOM Centers/ARL to identify concept capability and technology development gaps in the Army's Science and Technology (S&T) portfolio. Will conduct highest priority analyses to inform programmatic decisions that drive changes in system designs to achieve future Army, Department of War (DoW), and Congressional objectives.
FY2025 accomplishments Continued analyses for new start programs that do not yet have an assigned Program Management Office. Conducted technical analyses to inform Program requirement decisions that drive changes in system designs to achieve Army, Department of Defense, and Congressional priorities. Conducted analyses with The Research and Analysis Center (TRAC) in accordance with a coordinated schedule, scope of study objectives as determined by Army Futures Command processes prior to Materiel Development Decisions. Synchronized and prioritized Analyses of Alternatives and trade studies to support JROC, AROC and Acquisition Executive/Program decisions.
