Continue EMCF testing on previous HW and SW configurations of MIDS JTRS terminals. Begin investigation of development of EMC testing automation tools in adherence with the EMCF manual. Conduct terminal qualification testing on newly developed software builds and hardware configurations. Ensure functional performance testing is thorough and meets specification requirements. Continue Link 16 and TTNT gap analysis to identify updates to the software and waveforms to include new capabilities (further details held at a higher classification). Integrate a classified capability to be dropped into the IBR/QTR cycle for test and integration of a new proposed baseline after Block Cycle 3 IBR/QTR. Begin development on capabilities for Block Cycle 4. Analyze hardware re-spin for obsolesce and its impact on the new capabilities planned and production cut in time for last-time buys on obsolete parts. Continue MIDS systems engineering, communication security, IA and program management support. Continue Core Waveform, Link 16 Lead Service efforts. Continue to work with Space Development Agency (SDA) to develop its Link 16 in space capability to ensure interoperability, help develop new Link 16 messages to support space operations, Link 16 experiments/exercises with land-based facilities, and test and evaluation of NDI terminals. TACAIR RIL continues its mission to transition Tactical Data Link (TDL) innovations into the Joint Force by conducting Advanced Naval Technology Exercises (ANTX) that emphasize threat-based evaluations of emerging technologies. Key efforts include waveform risk reduction, addressing software, amplifiers, and antennas to enhance resiliency performance for tactical communications. TacAir RIL will also advance operationalization of Advanced TDL (ATDL) networks through tools for planning, programming, distributing, and monitoring. Additionally, the lab will sustain its role in facilitating technology transfer and collaborative engagement with Industry, accelerating government risk reduction, and shaping Internal Research and Development (IRAD) investments.
The FY 2026 to FY 2027 total decrease is $7.29M. $1.39M of the decrease is attributed to the main development work for classified capabilities completing and moving to the integrated build release with test and certification. The balance of the decrease ($5.90M) in FY 2027 is due to other higher Navy priorities.

Begin rewriting test procedures and cases to comply with the new EMCF manual, this includes planning, documenting, and conducting EMCF test cases for all MIDS JTRS/TTNT variants and MIDS-LVT terminals to include regression tests and Software Configuration Testing. Begin investigating if test equipment for EMCF test will improve EMC tests, timelines and adhere to the new manual. Complete Block Cycle 1 EMCF testing and begin planning EMCF documentation and test cases for IBR/QTR Block Cycle 2. Continue Core Waveform, Link 16 Lead Service efforts. Continue to work with Space Development Agency (SDA) to develop its Link 16 in space capability to ensure interoperability, help develop new Link 16 messages to support space operations, Link 16 experiments/exercises with land-based facilities, and test and evaluation of NDI terminals. TACAIR RIL continues Advanced Naval Technology Exercise (ANTX) to demonstrate emerging technologies and innovations and threat-based evaluations. Work on eight Cooperative Research and Development Agreements (CRADA) efforts to facilitate technology transfer in order to enable the Government to reduce risk for introducing these new technologies. FY 2026 will add threat tool capabilities through Other Transactions Authority (OTA). Prove out direction waveform risk reduction efforts (software, amplifier, antenna) that enhance LPX performance.
