This program supports the Department's initiatives to Restoring Warrior Ethos, Rebuilding Military Capabilities and Re-establishing Deterrence This program Manages, analyzes, and informs acquisition and resourcing decisions in the nuclear modernization/acquisition; nuclear command, control, and communications (NC3); space and national intelligence (SNI); and command, control, communications, computers, and missile defense (C4MD) portfolios - C4MD: Inform synchronized modernization and delivery of new command, control, communications, and computer systems. Supports defending the homeland, paced to the growing multi-domain threat posed by China and deterring aggression while being prepared to prevail in conflict, when necessary; prioritizing the challenge posed by China in the Indo-Pacific region the Russia challenge in Europe. - SNI: Inform synchronized modernization and fielding of space and national intelligence systems, including Space Control, Remote Sensing (e.g., Missile Warning), and National Security Space Launch. Supports defending the homeland, paced to the growing multi-domain threat posed by China and deterring aggression while being prepared to prevail in conflict, when necessary; prioritizing the challenge posed by China in the Indo-Pacific region the Russia challenge in Europe. - NC3: Execute an NC3 Capability Portfolio Management per Title 10 U.S. Code §133b and DoW Directive 3730.02. Supports resourcing and accelerate modernization of NC3 per 2026 NDS, pg. 29 (Strategic Deterrence Policy) and pg 98 (Additional Domain-Specific Guidance)
