What the FY2027 request buys

Verbatim from the R-2A exhibit for project 122 of PE 0604791D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue executing the Eloquent Omen (EO) analytic campaign to inform the development of non-kinetic capabilities in a strategically informed way. EO remains focused on de-escalation and preserving decision space while exploring technologies and capability exchanges with allied and partner nations. Additional classified information available upon request. Continue joint service/DoW partnerships to investigate fully informed, all-security level, faster-than-real time, theater-wide, multi-domain, sea floor to space mission level analysis to enable the exploration of adaptive Joint warfighting concepts. Initiate integration of mission level analysis into campaign framing tools that can be built and delivered across the services in support of Mission Engineering and Integration Activity (MEIA) and Combatant Command Requirements.

FY2026 to FY2027 change

Increase in FY 2027 reflects realignment of JLE effort from PE 0603142D8Z, P124 to MDJO PE0604791D8Z, P122. In FY 2026, JLE was executed in PE 0603142D8Z, P124.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue JLE initiative focusing on distinct military challenges related to advanced warfighting architectures, operational concepts, and associated capability development. Additional classified information available upon request. • Continue executing the Eloquent Omen (EO) analytic campaign to inform the development of non-kinetic capabilities in a strategically informed way, focused on de-escalation and preserving decision space. Additional classified information available upon request. • Continue fully informed, all-security level, faster-than-real time, theater-wide, multi-domain, sea floor to space mission level analysis to enable the exploration of adaptive Joint warfighting concepts.

Money

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 49% of project 122's FY2027 request and 49% of PE 0604791D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
