What the FY2027 request buys

Verbatim from the R-2A exhibit for project FE8 of PE 0604852A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue Soft Kill Active Protection Systems B Kit Maturation activities to include completion of Critical Design Review, delivery of prototype hardware, Prototype System Demo and award platform integration contract. Continue passive and reactive armor tile engineering development, testing, Technical Data Package and logistic product development on ground combat platforms. Continued engineering studies, characterization / demonstrations, improvement assessments, B-kit development, platform integration, and testing of Active Protection Systems, Camouflage, Concealment, Deception and Obscuration (CCDO) (Signature Management (SIGMAN)) and other emerging technologies.

FY2026 to FY2027 change

Increase between FY2026 and FY2027 due to addition of Soft Kill Active Protection Systems Prototype System Demo and award of platform integration contract.

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue Soft Kill Active Protection Systems B Kit Maturation activities to include completion of Preliminary Design Review and begin efforts toward Critical Design Review in FY27. Continue passive and reactive armor tile engineering development, testing, Technical Data Package and logistic product development on ground combat platforms. Continued engineering studies, characterization / demonstrations, improvement assessments, B-kit development, platform integration, and testing of Active Protection Systems, Camouflage, Concealment, Deception and Obscuration (CCDO) (Signature Management (SIGMAN)) and other emerging technologies.

FY2025 accomplishments

Initiate Soft Kill Active Protection Systems B Kit Maturation and award Other Transaction Authority Agreements to two vendors. Begin efforts to complete Preliminary Design Review in FY26. Continue passive and reactive armor tile engineering development, testing, Technical Data Package and logistic product development on ground combat platforms. Complete execution of Bradley expedited active protection system to include system-level testing, Materiel Release, and delta A Kit development to support MAF compliant system. Continued engineering studies, characterization / demonstrations, improvement assessments, B-kit development, platform integration, and testing of Active Protection Systems, Camouflage, Concealment, Deception and Obscuration (CCDO) (Signature Management (SIGMAN)) and other emerging technologies.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 72% of project FE8's FY2027 request and 72% of PE 0604852A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
