What the FY2027 request buys
Verbatim from the R-2A exhibit for project 655238 of PE 0605238F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Increase efforts to develop, modernize, and expand test capabilities for the weapon system across all stages of testing, including technical maturity, developmental, operational, and live fire test and evaluation. The emphasis is on identifying and filling capability gaps, particularly for development of a host site and logistics for the Broad Ocean Area Terminal Area Scoring Test Capability (BOA TASTC), specialized ground-test sites, test facilities, and robust impact scoring systems particularly for high-sea states and continued execution of associated operations. Increase efforts to modernize instrumentation networks at key test ranges, such as Vandenberg Space Force Base, Reagan Test Site, and the Pacific Missile Range Facility. Improve information systems and cybersecurity infrastructure to ensure seamless and secure data management and collaboration. Increase efforts to conduct strategic planning, resource allocation, and risk reduction activities for ground and flight test activities. Continue to conduct development of comprehensive ground and flight test strategies, to include pad launch and government-led tests. Increase efforts to mature a collaborative test environment, leveraging the expertise of organizations like Air Force Research Lab, Arnold Engineering and Development Complex, Air Force Operational Test & Evaluation Center, Joint Interoperability Test Command, and the Air Force Institute of Technology. Continue to refine technical requirements, and construct/outfit specialized labs and test facilities. Continue to develop and execute a robust developmental test program, encompassing flight tests, cyber testing, environmental testing, and an evaluation of modeling and simulation products. Continue to plan for future testing of a secondary and leverage the industrial base to increase test throughput at specialized sites.
Funding increased due to the risk reduction / parallel path efforts identified through the program restructure activities, TMRR efforts to achieve MS-B, and the EMD prime contract schedule incentive fee identified in the "Omni-Mod” contract framework.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 136.5 |
| FY2026 | Enacted | 193.9 |
| FY2027 | Request | 409.8 |
This activity is 9.1% of project 655238's FY2027 request and 9.1% of PE 0605238F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
