What project C2E buys

Project C2E / C2 Data is established in Fiscal Year (FY) 2027 as part of a new funding structure for the NGC2 investment in modernization of Army C2 systems. This project represents a funding line consolidation and structure change for the NGC2 Data Layer and does not constitute a new start program or effort. Funding for NGC2 Data Layer activities was provided in FY 2026 under PE 0604818A Project EJ6 / Tactical Enhancement, which is realigned under this PE beginning in FY 2027. The Army's data layer provides a unified environment that ingests, transforms, and normalizes data from disparate systems to ensure it is trusted, usable, and interoperable across missions and applications. It delivers secure credentialing and identity-based access controls so users, systems, and automated agents can interact with information according to policy and classification. The layer stores, organizes, and manages data at enterprise scale while applying metadata tagging to enable rapid discovery, retrieval, and fusion. It exposes common data services-such as translation, validation, cataloging, and orchestration-that standardize how information moves across networks and platforms. Together, these functions form the foundation for advanced analytics, AI/ML, and decision-support tools that improve the speed and quality of operations. The Army's data layer includes the operating system and common core services (including interface applications, analytics, network health and cybersecurity, training and simulation). Core services are key to enabling applications in a data-centric network with increased efficiency in overall data/network management. Core services will leverage industry standard protocols for identity authentication and access control at the point of need in denied, disrupted, intermittent and limited environments and enable the tactical environment to meet Department of War and Army Zero Trust requirements. FY 2027 funding supports contract awards deploying C2 Data layer system to the Army, and ensuring continuous integration and continuous deployment (CI/CD) for a secure, high performing, and adaptive centerpiece to the NGC2 technology stack.

FY2027 planned work Funding supports the implementation of testing processes and capabilities for the C2 Data Layer continuous verification and validation processes during CI/CD, including participation in iterative operational assessments for the overarching full stack NGC2 capability (e.g., data, applications, infrastructure and transport layers), software integration, STP and field event testing support and logistics operations support.
