What the FY2027 request buys

Verbatim from the R-2A exhibit for project 2278 of PE 0605520M. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

-Continues integration testing of product enhancements, to include Unmanned Ground Vehicles (UGVs), with CES and subsequent integration with MADIS. UGV integration can reduce operator workload and increase effectiveness of the MADIS platoon via attritable effector platforms. -Initiate purchase of multiples variants of UGVs to support integrating and testing. UGVs have potential to fill gaps in manpower within the LAAD community as capabilities increase and scope expands.

FY2026 to FY2027 change

Increase from FY 2026 to FY 2027 funds the procurement and continued integration of various Unmanned Ground Vehicle (UGV) variants. This is required to increase the platoon's operational effectiveness by providing attritable effector platforms that can reduce operator workload and address critical manpower gaps.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

-Completes contractor testing prior to government acceptance -Initiates testing of product enhancements, to include the integration of Unmanned Ground Vehicles (UGVs), to the CES solutions to maintain pace with the evolving UAS threat environment

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 15% of project 2278's FY2027 request and 12% of PE 0605520M's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
