Product Development

This program supports the DoW’s priorities to Rebuild our Military and Reestablish Deterrence and supports the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)) Radiological and Nuclear Defense Capability Development (RNDCD) Program. It is dedicated to modernizing R/N capabilities for the warfighter. An annual investment strategy is used to meet emergent operational needs which are validated by the Joint Force and yield fielded capabilities within one to three years. The program supports the modernization of radiological and nuclear (R/N) defense capabilities that enable the Department to prevent R/N attacks on the homeland and the Joint Force abroad through integrated deterrence. The program provides the Joint Forces the tools needed to survive and operate in and through a R/N environment through networked R/N detection, indication, and identification capabilities in support of the National Defense Strategy’s deterrence by denial strategy and prioritization of the Nuclear Deterrence Posture within the FY2027 Defense Planning Guidance.

FY2027 planned work • Transition operational R/N Detection, Identification, Early warning, and Command Control capabilities to specialized units, the Joint Force and the National Guard Bureau. • Partner with the Military Services, Defense Agencies, and combatant commands to provide flexible options for the maturation and transitioning of validated advanced prototype R/N detection and identification capabilities.

Mission & acquisition strategy

This program supports the DoW’s priorities to Rebuild our Military and Reestablish Deterrence and supports the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)) Radiological and Nuclear Defense Capability Development (RNDCD) Program. It is dedicated to modernizing R/N capabilities for the warfighter. An annual investment strategy is used to meet emergent operational needs which are validated by the Joint Force and yield fielded capabilities within one to three years.

The Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, & Biological Defense Policy & Programs (OASW(NDCBD)) establishes annual priorities based on national and DoW strategies and Administration guidance. Based on those priorities, NDCBD solicits project proposals from Combatant Commands, Military Services, and Defense Agencies to enhance Joint Force lethality. To be selected, a proposed project must have a validated requirement, an engaged requirements champion, a viable acquisition strategy, and a qualified program management office. A technology project must identify its starting and desired end-state Technology Readiness Level.
