OTA&A
The Operational Test Activities and Analyses (OTA&A) programs were continuing efforts that have provided management and oversight functions, as well as updates to T&E policy and directives to the DoW. OTA&A programs focused on broad scopes of the weapons systems’ integration to joint-warfighting and national defense agencies environment; policy and strategy updates; evolving T&E methodology changes; and data-based integration efforts to align with the DoW acquisition community’s digital transformation. The OTA&A programs consisted of four activities: (1) Joint Test and Evaluation (JT&E); (2) Test and Evaluation Threat Resource Activity (TETRA); (3) Center for Countermeasures (CCM); and (4) Strategic Initiatives, Policy, and Emerging Technology (SIPET). Beginning in FY 2027, JT&E will transition to the Office of the Under Secretary of War for Research and Engineering, TETRA will transition to the Defense Intelligence Agency (DIA), and CCM will transition back to its parent organization, Army Test and Evaluation Command (ATEC) at White Sands Missile Range. The JT&E program assists the warfighter in solving joint operational problems and issues by testing proposed solutions using OT&E methodology. JT&E delivers agile warfighting tactics, techniques, and procedures (TTP); concepts of employment (CONEMP); and concepts of operations (CONOPS) to enhance the lethality, suitability, resilience, survivability, agility, and responsiveness of the joint force. JT&E supports joint warfighting concept objectives, large force exercises, and the operational evaluation of mission threads and kill webs to meet the DoW's strategic objectives. JT&E projects are T&E activities conducted in a joint military environment that develop process improvements. These multi-Service projects, chartered by the Office of the Secretary of War and coordinated with the Joint Staff, CCMDs, and the Services, foster and integrate doctrine, organization, training, materiel, leadership, education, personnel, facilities, and policy (DOTmLPF-P) warfighter solutions with reports detailing the operational performance of the joint force in contested, multi-domain operations. New projects are encouraged to align their efforts to support the National Defense Strategy.
FY2026 to FY2027 change The Program Element divests of the JT&E program, the CCM, and TETRA, which have been realigned to other organizations in the Department to maintain DOT&E’s focus on core statutory Title 10 oversight functions, as directed by the 27 May 2025 Secretary of War memorandum regarding the reorganization of DOT&E. DOT&E policy and modernization efforts have been realigned to PE 0605118OTE for consolidation of program elements and better alignment of resources for execution. FY2026 plans — current year JT&E In FY 2026, JT&E planned to start 13 new Agile Reaction Test projects from warfighter nominations and to continue to modernize through the integration lab division and the system-of-systems division to develop enhanced deliverables for seamless integration into live, virtual, and constructive environments to evaluate the application of emerging capabilities to create survivable mission threads and kill webs. However, the project starts, and continued modernization are on hold due to the Secretary of War’s mandated reorganization of DOT&E and the requirement to comply with the FY26 NDAA waiver process.
