What the FY2027 request buys
Verbatim from the R-2A exhibit for project 642611 of PE 1206438SF. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
-Develop, test, train, field, transition and sustain advanced rapid reaction capabilities in response to emergent requirements from multiple Combatant Commands. Specifically, sustain and transition USSF UONs 24- SOC-01 and 25-CYBER-01, supporting 5 Combatant Commands through the duration of their contingency operations. -Conduct initial technical development and integration activities against relevant threat systems and technologies in preparation for operational requirements based on operational intelligence. -Develop and test advanced prototypes in support of activities within the Offensive Space Operations (OSO) Technology portfolio. -Complete development, test and fielding of capabilities into new GRA Increment 7. -Stand up possible fourth overseas remote development site in partnership with USINDOPACOM. -Execute remote DevSecOps activities using all three remote Outside Continental United States (OCONUS) development sites to verify system performance in the operational environment and stay abreast of emerging technologies. -Enhance fielded rapid reaction capabilities in response to evolving threats and operator feedback. -Complete the tech refresh of critical infrastructure equipment for all the remote development sites and the local development and integration labs. -Leverage commercial developmental opportunities and international relationships, if appropriate. -Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, prototyping, etc.
FY 2027 funding increased due to inflation.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Develop, test, train, field, transition and sustain advanced rapid reaction capabilities in response to emergent requirements from multiple Combatant Commands. Specifically, support development, testing, deployment and sustainment of two USSF UONs, 24-SOC-01 and 25-CYBER-01, supporting 5 Combatant Commands. Conduct initial technical development and integration activities against relevant threat systems and technologies in preparation for operational requirements based on operational intelligence. Develop and test advanced prototypes in support of activities within the OSO Technology portfolio. Based on technological advances relevant to the mission area, develop, integrate, and evaluate next generation capabilities into Government Reference Architecture (GRA) Increment 7. Execute remote DevSecOps activities using all three remote Outside Continental United States (OCONUS) development sites to verify system performance in the operational environment and stay abreast of emerging technologies. Enhance fielded rapid reaction capabilities in response to evolving threats and operator feedback. Additionally, FY 2026 funding will allow the program to enhance and refresh critical infrastructure equipment for all the remote development sites and the local development and integration labs. Lastly, we will look to leverage commercial developmental opportunities and international relationships, if appropriate. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, prototyping, etc.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 21.3 |
| FY2026 | Enacted | 20.8 |
| FY2027 | Request | 21.7 |
This activity is 47% of project 642611's FY2027 request and 35% of PE 1206438SF's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
