What the FY2027 request buys

TCTS II will continue to develop, test and deliver software to include NGTS and Open Air Battle Shaping (OABS) incorporation with a path to complete threat replication, and NCTE compatibility. With the number of TCTS II systems being fielded, waveform modifications will occur for spectral efficiency and increasing event size and complexity. TCTS II will continue to develop and test the second phase of SITL incremental capability upgrades to fielded sites. SITL will enable fully informed constructive blue and red air weapon engagements, sensor stimulation, and display population of constructive entities over the TCTS II network. This stage will enable fully informed training for F-18 aircraft and incorporate additional constructive entities and weapons to participate and interact with live aircraft during training events.
Decrease of $16.727M from FY 2026 to FY 2027 due to the EMD software development contract efforts ending and the initial fielding of OABs starting in FY26.
