What the FY2027 request buys

Verbatim from the R-2A exhibit for project 3093 of PE 0204571N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Develop and integrate government-owned standards and architecture for aviation performance data collection, supported by tactical subject matter experts (SMEs) and data scientists. The system includes multilevel security databases, network capabilities, and intelligent, semi-automated assessments, reporting, and visualization tools, all built on an open systems architecture to enable seamless multi-domain integration. This solution delivers a debrief tool for processing and analyzing data, enabling rigorous and repeatable post-flight assessments of high-end Great Power Competition (GPC) warfighting scenarios. It produces individual performance "baseball cards," squadron reports, detailed strengths and weaknesses, and Carrier Air Wing (CVW) reports, all measured against established performance standards to support data-driven decision-making.

FY2026 to FY2027 change

Decrease of $3.0M from FY 2026 to FY 2027 due to advancing technologies will create a reduction in subject matter expert manpower requirements

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Develop government-owned standards and architecture for aviation performance data collection, delivers an AI-augmented debrief tool for data processing and analysis supported by tactical SMEs and data scientists; multilevel security databases; network capability; and intelligent, semi-automated assessments, reporting and visualization. An open systems architecture enables multi-domain integration. The system will enable rigorous and repeatable post-flight assessment of high-end Great Power Competition (GPC) warfighting scenarios to produce individual performance "baseball cards", squadron reports, detailed strengths and weaknesses and CVW reports measured against What-It-Takes-To-Win (WITTW) performance standards.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 23% of project 3093's FY2027 request and 9.5% of PE 0204571N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
