FY2027 planned work

FY2027 efforts will continue the ongoing development and integration of F-22 capabilities and continue EMD program activities for HMDCS and Link-16. These efforts will include, but are not limited to, the initiation of software development, enhancements, firmware upgrades, integration, test, and incremental upgrade activities with 2-way communication for system cueing. The Raptor Release 5 Production Build 002 Fielding Decision Review is scheduled for May 2027, with Time Compliance Technical Order in June 2027. Work will also be done to initiate contracting actions and begin procurement of HMDCS EMD kits and complete HMDCS's ejection safety qualification effort on the Holloman AFB High Speed Test Track. Link-16 will continue development and integration of multiple Open System Architecture (OSA) infrastructure enhancements, begin test of OSA networking firmware upgrade, and continue existing defect corrections and future capability development in support of Multifunction Information Distribution System Joint Tactical Radio System (MIDS JTRS).

FY2026 to FY2027 change

Increase of $37.753 million from FY2026 to FY2027 reflects a new transformation Contract Line Item Number (CLIN) on Agile Releases for Test, Execution, Modernization, Integration, and Sustainment (ARTEMIS) II software Operational Flight Program (OFP) contract to improve the OFP pipeline, as well as a ramp up in software integration capacity.

Plans also include Link 16 continued development, integration, and test for Classified Capability 1, initiate development and integration of an Open System Architecture (OSA) infrastructure enhancement to provide flexibility in design of future hardware and software. Continue existing defect corrections and future capabilities development in support of Multifunction Information Distribution System Joint Tactical Radio System (MIDS JTRS). Funds may be used to support Collaborative Combat Aircraft (CCA) integration efforts.
