What the FY2027 request buys

FY2027 efforts will include further development of hardware for the cryptographic modernization program. As the SATURN, TSVCIS, and ORA provisioning work continues to mature, module level testing for the hardware will begin. As the development of the KOV-28A crypto progresses, coordination with the NSA on cryptographic certification will continue.
Increase of $32.723 million from FY2026 to FY2027 reflects the ramp up of group A design, Group B design, and procurement of Engineering and Manufacturing Development (EMD) assets that include but are not limited to Open Systems Architecture Interface (OSIF) circuit cards.
FY2026: the year under way

FY2026 efforts will include the commencement and ramp up into Engineering and Manufacturing Development (EMD) program activities for the SATURN and TSVCIS solutions. These efforts include the development of new Communication, Navigation, and Identification (CNI) modules and new KOV-28A cryptographic module to enable it to handle the increased processing power required with the implementation of the full National Security Agency (NSA) mandates. Work also includes the consolidation of the current CNI rack to provide growth space for current and future communication and cryptographic upgrades such as, but not limited to Open Radio Architecture (ORA) Provisioning. SATURN / TSVCIS will continue working with the NSA to ensure certification requirements are met.
