This program creates new EW/Electromagnetic Spectrum Operations (EMSO) capabilities and conducts prototyping activities on emerging and enabling technologies to enable future EMSO app based reprogramming capabilities, waveform development, and EMSO assessments. Tactical Application Pipeline (TACAPP) Development/Deployment Strategy. TACAPP is a premier cloud-based application that will expedite the delivery of software solutions directly to the warfighter.
Accomplish analysis, prototyping, development, testing, deployment, training, and maintenance; efforts will be conducted using contracting strategies deemed most appropriate; generally using competitive contracts and/or other obligating documentation considered most appropriate by the obligating and performing agencies involved. Project utilizes existing DoW contracts to develop, maintain, and deploy interoperability within the DoW. AFLCMC/HNJJ will generate interoperability derived from system interface details as the requirements from NDAA 2021 Section 804 are delivered to DoW repositories via existing DoW programs.

To posture the Air Force for agile Cloud-based rapid reprogramming capability by creating the Production and Pre-Production release management lifecycles for applications/Mission Ware and supporting software-defined capability systems release for NIPR, SIPR, and SAP environments. Creating the infrastructure and technology to enable the Mission Ware and software capability within the 350SWW, and management processes to facilitate the rapid capability delivery mechanism necessary for agile EMBM planning and execution. Application and Mission Ware development, V&V, and delivery thru TACAPP are vital to the success of the 350 SWW mission to provide a rapid capability delivery and management to the warfighter. This capability will be critical to providing rapid reprogramming to F-35, F-22, C-12, EC-130H/EA-37B COMPASS CALL, RJ, E-3 as well as B-21, F-47, CCA, and other 5th/6th gen platforms. Open System Architecture (OSA) and Post-Flight Data Analysis (PFDA) driven waveform development against novel threats. In alignment with the 350 SWW mission directive, the program applies in-house expertise and the government-owned OSA frameworks (such as Big Iron Software Framework (BISF)) to address Intel and PFDA informed EMSO targets/threats. The core objective is to conduct adversary EW vulnerability analysis to develop, test, and validate organic, platform-agnostic waveforms. These solutions are engineered to fill critical mission needs for the warfighter, directly impacting LRKC effects. This effort is foundational to achieving operational integration with CCMD, Air Component, and MAJCOM plans and exercises, ensuring the developed capabilities are relevant and effective in contested environments. The Rapid Analysis Processing Independent Deployable System (RAPIDS) is a critical F-35 initiative that accelerates the ingestion and analysis of flight data from months to minutes, enabling rapid software reprogramming and battlefield intelligence. Urgent modernization is required because the current equipment, originally designed for CONUS-based developmental and operational testing (DT/OT), is now at its end-of-life (EOL) and not configured for its current operational support mission, threatening F-35 mission effectiveness, and pilot safety. This investment enhances "edge-node computing," allowing analysts in forward-deployed environments to capture and transmit mission data to support the rapid reprogramming of aircraft mission data files (MDFs). It will also facilitate a COTS-based redesign to reduce the system's form factor for easier deployment to remote locations and address network ATO requirements to expand the list of available analysis tools. Ultimately, this strengthens the "Combat Cloud" concept by ensuring data collected by any aircraft can benefit the entire fleet. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 0605827F, 0605828F, 0605829F, 0605831F, 0605832F, 0605833F, 0605898F, & 0606398F. The Electronic Warfare Integrated Reprogramming (EWIR) program element hosts the Department of War (DoW's) first System of System Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES) project. STITCHES is a fully government developed, owned, maintained, and open-source Modular Open Systems Architecture (MOSA) toolchain and multi-classification information system that creates new capabilities by integrating incompatible DoW fielded systems and architectures together without the need to modify system source code. STITCHES' separable and community-based databases allow disparate teams across the DoW to utilize STITCHES in separate security levels without co-mingling data. The STITCHES project utilizes the STITCHES Warfighter Application Team (SWAT) at Cyber and Networks (C&N) PEO, Special Programs Divisions, Kill Chain Branch (AFLCMC/HNJJ) as an integration team employing, maintaining, and instructing other teams in the DoW how to use the STITCHES integration platform. AFLCMC/HNJJ will utilize the STITCHES interoperability software on systems both within and external to AFLCMC/HNJJ and deploy and maintain the capabilities created to the requesting organizations. The Program Management Office (PMO) interfaces and integrates with other DoW systems and their authorities to support DAF missions and lead MAJCOM directed activities. The PMO is responsible for testing, maintaining, and deploying STITCHES generated interoperability into DoW systems supported by AFLCMC/HNJJ, working with existing DoW test and certification organizations such as, but not limited to, the 46th Test Squadron, 613th Air Operations Center, and the Marine Corps Tactical Systems Support Activity, and teaming with organizations outside of AFLCMC/HNJJ when adapting and creating novel system of systems using capabilities from these organizations. The PMO will deliver adaptive and cutting-edge electromagnetic spectrum capabilities that provide the warfighter a tactical and strategic competitive advantage and freedom to attack, maneuver, and defend. The PMO shall leverage the prime contractors to provide mission support as directed, including establishing a software development team composed of a government tiger team, the STITCHES toolchain developer, a secure cloud infrastructure and repository developer, and mission partners.
