Electromagnetic Spectrum (EMS)
The Department of War (DoW) faces growing threats to its use of the Electromagnetic Spectrum (EMS) from peer and near-peer adversaries. Operations are further complicated by debilitating electromagnetic interference from friendly forces operating without coordination in the same environment. These significant challenges are compounded by the Department's reliance on manual, siloed, and non-interoperable legacy EMS systems and processes. Overlapping legacy tools and capabilities are housed in disparate environments and managed by both the Defense Information Systems Agency (DISA) (e.g., Electromagnetic Battle Management-Joint (EMBM-J) and Global Electromagnetic Spectrum Information System (GEMSIS)) and the Services (e.g. Automated Communications Engineering System (ACES) and Systems Planning, Engineering, and Evaluation Device (SPEED)). In FY 2027, the DoW is investing in EMS Information Technology (EMS IT) modernization, consolidating these spectrum tools and capabilities into a single artificial intelligence-enabled platform – Maven Smart Systems (MSS). MSS is a comprehensive, Software as a Service-based enterprise data operating system designed to integrate, manage, and analyze data from disparate sources in support of U.S. military operations. MSS serves as a central hub connecting raw data, analytics, and artificial intelligence/machine learning models to real-world military operations. The initial work in FY 2027 will focus on migrating DISA-owned capabilities, with an emphasis on EMBM-J. EMS IT modernization will replace legacy spectrum management capabilities and apply automation and artificial intelligence to enable joint force commanders to coordinate, synchronize, and integrate the use of EMS across the full range of military operations, by providing robust and integrated spectrum management, Situational Awareness (SA), Command and Control (C2), and Decision Support (DS). Further, by transforming the EMS into a truly agile, resilient, and intelligently managed domain, EMS IT Modernization will provide the critical EMS end-to-end data layer for CJADC2, enabling the rapid, secure, and uninterrupted flow of information necessary for decision advantage to achieve EMS superiority in any conflict.

FY2026 to FY2027 change The decrease of -$0.859 million from FY 2026 to FY 2027 is attributed to the Joint Spectrum Data Repository (JSDR) maturation after tech refresh.
FY2026 plans — current year DISA is sustaining GEMSIS with testing for technical refresh for Joint Spectrum Data Repository (JSDR) which will maintain cyber security posture.
FY2025 accomplishments PEO Spectrum will continue to develop an additional two version releases for Joint Spectrum Data Repository (JSDR) which will deliver additional analysis capabilities.
FY2026 to FY2027 change The decrease of -$3.000 million from FY 2026 to FY 2027 is a direct result of improved efficiency and reduced engineering requirements due to the fielding of emerging technologies and automating key processes, supporting the Secretary's priorities for restoring and modernizing the military.
FY2026 plans — current year • Continuing to conduct forward deployed base HERO surveys for the CCMDs. • Research, review, and update Joint Staff and DoW CIO JCIDS and ISP acquisition documents. • Evaluate future and existing spectrum analysis and propagation modeling capabilities.
FY2025 accomplishments In FY 2025, DISA will continue developing the EMBM-J mission capability in support of DoD's Electromagnetic Spectrum Strategy. Specifically, DISA will perform the following activities: • A slight ramping down of EMBM-J SA development, which expands situational awareness within the EMS by providing additional data and functionality to display the Electromagnetic Operational Environment. • Delivering the EMBM-J DS prototype and beginning production development supporting the automation of EMS joint planning process to include course of action analysis. • Integrating EMBM-J SA and DS.
FY2025 accomplishments Key FY 2025 efforts include: • Continuing to support the evaluation of future and existing spectrum analysis tools. • Continuing collaboration efforts with the Science and Technology community to develop and execute technology roadmaps and integration strategies. • Continuing to revise spectrum management architecture to reflect transforming spectrum operations in accordance with the new DoD EMS Spectrum Seniority Strategy. • Continuing to prototype capabilities that provide increased operational agility. • Continuing development initiatives such as roadmaps, standards, architectures, and business processes to exploit or minimize the impact of emerging technologies on DoD spectrum…
