All Domain Common Platform (ADCP) provides platform, infrastructure, networking, cloud hosting, Air Operations Center (AOC) hybrid cloud architecture, operational edge, and engineering services using Agile methodologies and Development, Security, and Operations (DevSecOps) practices to deliver improved capabilities at scale in support of Command-and-Control mission requirements. Platform customers include the Air Operations Center (AOC), Intelligence Programs, the Command and Control Incident Management Emergency Response Application (C2IMERA), etc. ADCP contributes to the DAF Battle Network and Joint All-Domain Command and Control (JADC2), meeting system resiliency requirements through the escalating phases of warfare. Efforts within this program align with and depend upon USAF investment in Mission Planning Systems (PE 0208006F), Air Operations Center (PE 0207410F), Command and Control Incident Management Emergency Response Application (C2IMERA) (0305836F), Advanced Battle Management System (ABMS) (0604003F) and Flight Ops (PE 0207461F) to deliver the Theater Air Planning System of Systems (TAP-SoS) architecture for the DAF BATTLE NETWORK. This program's efforts directly provide the development, infrastructure, and support necessary for each of these programs and TAP-SoS interdependencies, which provides the capabilities necessary for deliberate planning, dynamic mission replanning, friendly order of battle management, and mission tasking and execution. This program element included all necessary expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 0605829F, 0605831F, 0605833F, and 0605898F. In FY 2025 15.862 million was expended for civilian pay expenses in this program element, and in FY 2026 10.285 million is forecast for civilian pay expenses in this program element. This program is in Budget Activity 7, Operational System Development because this budget activity includes development efforts to upgrade systems that have been fielded or have received approval for full rate production and anticipate production funding in the current or subsequent fiscal year.

Mission & acquisition strategy

All Domain Common Platform (ADCP) provides platform, infrastructure, networking, cloud hosting, Air Operations Center (AOC) hybrid cloud architecture, operational edge, and engineering services using Agile methodologies and Development, Security, and Operations (DevSecOps) practices to deliver improved capabilities at scale in support of Command-and-Control mission requirements. Platform customers include the Air Operations Center (AOC), Intelligence Programs, the Command and Control Incident Management Emergency Response Application (C2IMERA), etc.

ADCP leverages a modular contracting strategy that focuses on evolving needs, continuous market research, and streamlined solicitation procedures. ADCP utilizes both small and large business contracts for specialized services, enabling the ADCP program to adopt commercial best practices for software development and to continue scaling of the modern IaaS/PaaS solution. Activities are also accomplished via Military Interdepartmental Purchase Requests (MIPR). Additionally, significant technical expertise will be obtained via other Government Agencies, DoW Laboratories, Federally Funded Research and Development Centers (FFRDC), Academia, and Engineering & Professional Acquisition Support Services contractors as well as commercial industry partners.
