Mission & acquisition strategy

Project 3444 directly supports Joint Force resiliency in accordance with the National Defense Strategy (NDS) of 2022, A Design for Maintaining Maritime Superiority 2.0, and Distributed Maritime Logistics Operations by addressing capability gaps within the Naval Construction Force (NCF) to support Joint Operations in a conested environment. Analysis of Alternatives (AoA) studies and or alternative system reviews (ASRs) are always conducted prior to the initiation of new sub-projects. The AoA/ASR processes address and emphasize acquisition strategies of the most cost-effective solution over the sub-projects life-cycle. The acquisition strategies observe the following hierarchy of alternatives: commercial item (including modification), non-developmental item (including modification), and lastly, developmental programs. Maximum use of innovative contracting mechanisms will be assessed and pursued where applicable and in the best interest of the Navy.

Project 3444 directly supports Joint Force resiliency in accordance with the National Defense Strategy (NDS) of 2022, A Design for Maintaining Maritime Superiority 2.0, and Distributed Maritime Logistics Operations by addressing capability gaps within the Naval Construction Force (NCF) to support Joint Operations in a conested environment. Project 3444 invests in technologies that enable capabilities such as Expeditionary Rapid Airfield Damage Repair (ExRADR), Expeditionary Port Damage Repair and Opening (ExPDRO), Advanced Naval Base (ANB) Construction, Expeditionary Ordnance Re-load (ExOR), Expeditionary Fuel Storage and Distribution (ExFUEL), and Expeditionary Force Sustainment in a contested l environment. Future changes to NCF capabilities, organization, and table of allowance material are required to support new warfighting concepts and operational plans. Further, mobile infrastructure repair capabilities are envisioned to supplement these vulnerable fixed airfield and port infrastructure assets. This program provides for investment in technologies, materials, and process solutions to improve logistics resiliency and enhance Expeditionary Navy performance in the following portfolio areas; ExRADR, ExPDRO, ANB Construction, and Advanced Manufacturing (AdvM). Investments that facilitate ExRADR include autonomous airfield inspection and survey; autonomous airfield damage repair construction equipment integration, testing, and evaluation; and test and evaluation of Joint Capability Technology Demonstration (JCTD) products. Additional investments that facilitate ExPDRO include expeditionary dredge research; quay wall repair techniques and technologies; expeditionary mooring and fendering systems; port assessment sensor package integration for port engineering reconnaissance and assessment; floating work platform family of systems (FoS) integration to support dredging, pile driving, and waterfront construction; development, testing, and evaluation of diving tools and equipment to support underwater construction; and integration, testing, and evaluation of remote-controlled, semi-autonomous, and full-autonomous engineering surveying and construction equipment capabilities.
