R-2A Activity · President's Budget PB2027

MGUE Inc2 for JROC-directed PGM Lead Platform

FY2027 Request
$13.2M
◆ Restart — nothing in FY2026
HitchAI read

This activity requests $13.2M in FY2027, 24% of project FA5 — a restart, funded in FY2025 and zeroed in FY2026. The R-2A exhibit describes it across FY2025–FY2027, including what the FY2027 money is planned to buy.

Restart

This activity was funded in FY2025 ($18.3M), zeroed in FY2026, and requests $13.2M again in FY2027. A restart has an incumbent and a new start does not; with a zero current year there is no percentage to quote, which is why it appears in no growth ranking.

What the FY2027 request buys

Verbatim from the R-2A exhibit for project FA5 of PE 0603639A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Work directly with USSF/USAF and MGUE Inc2 GPS prime vendors to finalize prototype PGM firmware and software solutions for the Inc2 ASIC and ancillary supporting electronics. Integrate PGM MGUE Inc2 ASIC onto Circuit Card Assemblies (CCAs) and receiver form factors. Prototype JROC-directed representative PGM lead platform to accept USSF/USAF MGUE Inc2 prototype technology for Next Gen ASIC verification and validation ensuring PGM PNT-related needs and requirements are met by MGUE Inc2. Conduct component evaluations of MGUE Inc2 solutions for integration verification and validation of PGM TRD requirements. Final verification and validation planning with the Joint munition stakeholder community and USSF/ USAF. Transition of multi-billion dollar investment to PoRs for rapid use in fielded systems.

FY2026 to FY2027 change

FY 2027 funding is required to complete component level evaluations of MGUE Inc2 PGM solutions. Prototyping will be executed across the ASIC, CCA, and PGM receiver to reduce risk of accepting USSF/USAF MGUE Inc2 technology to verify and validate Joint munition requirements.

Before the request year

FY2025: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2025 accomplishments

Work directly with USSF and M-Code Inc2 GPS prime vendors to prototype PGM firmware and software solutions for the Inc2 ASIC and ancillary supporting electronics. Begin PGM M-Code Inc2 Application Specific Integrated Circuit (ASIC) integration onto CCAs. Continue virtually prototyping Joint Requirements Oversight Council (JROC) -directed representative PGM Lead Platform design modifications to accept USSF M-Code Inc2 prototype technology for Next Gen ASIC verification and validation ensuring PGM PNT-related needs and requirements are met by MGUE Inc2. Begin detailed verification and validation planning with the Joint Fires stakeholder community and USSF.

Money

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 24% of project FA5's FY2027 request and 4.8% of PE 0603639A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
