What the FY2027 request buys

Verbatim from the R-2A exhibit for project FA5 of PE 0603639A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue to support design reviews, experimentation, prototyping, testing, evaluation, and risk reduction of Army MGUE Inc2, AltNav, and NavWar by in-house Government activities and OTA / IDIQ contract efforts. Maintains an Army APNT and NavWar Munitions IPT working directly with Army T2COM, CPEs, and TLLMs. Facilitate Munition A-PNT and NavWar evaluation in technology maturation and developmental test events to inform CONOPS, requirements, and capabilities. Accelerate and integrate Radio Frequency (RF) Smoke payloads into munitions developmental testing and demonstration events to enhance lethality against complex adversarial threats and maximize precision and conventional munition stowed kills.

FY2026 to FY2027 change

Increase supports additional focus on ATI supporting layered effects across munition domain.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Support design reviews, experimentation, prototyping, testing, evaluation, and risk reduction of Army MGUE Inc2, AltNav, and NavWar by in-house government activities and OTA / IDIQ contract efforts. Maintain an Army APNT and NavWar munitions IPT working directly with Army Transformation and Training (T2COM), Capability Program Executives (CPE), and Transformation and Lessons Learned Managers (TLLM). Facilitate Munitions APNT and NavWar technology maturation and developmental test events to inform CONOPS, requirements, and capabilities. Accelerate and integrate Software Defined technologies into munition developmental testing and demonstration events.

FY2025 accomplishments

Continue to support design reviews, experimentation, prototyping, testing, evaluation, and risk reduction of Army M-Code Inc2, AltNav, and NavWar by in-house Government activities and Other Transaction Authority (OTA) / Indefinite Delivery/Indefinite Quantity (IDIQ) contract efforts. Maintains an Army APNT and NavWar W&Ms IPT working directly with the APNT/S CFT, multiple Program Executive Offices, and Army Capability Managers. Facilitate W&M APNT and NavWar experimentation in PNT Assessment (PNTAX) and Capstone type events to inform Concept of Operations (CONOPS) and requirement generation processes.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 26% of project FA5's FY2027 request and 5.3% of PE 0603639A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
