Prior to FY 2026, this budget line item funded the replacement of the current Air Route Surveillance Radar Version 4 (ARSR-4) on Mt. Ka'ala, Hawaii (ARSR4R-HI) to include prototype development, test, site preparation, and installation. The responsibility for missile defense has been consolidated under the Golden Dome for America (GDA) architecture, which supersedes the former Air Force-specific requirement in Hawaii. This budget line item now funds the remaining requirement for replacement of the legacy ARSR4 radar on Mt. Ka'ala with a dual-use material solution meeting both the Air Force, Air Domain Awareness and the FAA, Air Traffic Control (ATC) missions. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such programs funds would be in addition to the civilian pay expenses budgeted in program element 0605827F, 0605828F, 0605829F, 0605831F, 0605832F, 0605833F, 0605898F, 0606398F. This program is in Budget Activity 7, Operational System Development because this budget activity includes development efforts to upgrade systems that have been fielded or have received approval for full rate production and anticipate production funding in the current or subsequent fiscal year.

Mission & acquisition strategy

Prior to FY 2026, this budget line item funded the replacement of the current Air Route Surveillance Radar Version 4 (ARSR-4) on Mt. Ka'ala, Hawaii (ARSR4R-HI) to include prototype development, test, site preparation, and installation. The responsibility for missile defense has been consolidated under the Golden Dome for America (GDA) architecture, which supersedes the former Air Force-specific requirement in Hawaii. This budget line item now funds the remaining requirement for replacement of the legacy ARSR4 radar on Mt. Ka'ala with a dual-use material solution meeting both the Air Force, Air Domain Awareness and the FAA, Air Traffic Control (ATC) missions.

In order to meet the PACAF/INDOPACOM DoD/FAA urgent mission needs, a Middle Tier of Acquisition Rapid Development strategy was planned for the ARSR4R-HI replacement system. The acquisition strategy included demonstration of two capable systems and down select to a single vendor. However, requirement changes halted this strategy after Technology Demonstrations and Preliminary Design Reviews were conducted, just prior to down select solicitation. The program office will provide this body of data for consideration by other Department of War efforts but will pivot acquisition strategies in FY26 to focus on the remaining requirement set, leveraging the existing site preparation analysis.
