What the FY2027 request buys

Verbatim from the R-2A exhibit for project 1447 of PE 0604307N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Develop, test, certify, and deliver two iterations of BL 9.C3, to include capabilities identified by resource sponsor in the areas of Integrated Air and Missile Defense (IAMD), Anti-Air Warfare (AAW), Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), and other priority warfare areas. Conduct pre and post certification test events, program reviews, safety, training and sustainment activities, and support BMD events. Address critical fixes identified. AEGIS Task Force Cyber Awakening (TFCA): Continue to support TFCA requirements to implement new Cyber functionality in development baselines and address gaps identified in fielded systems to ensure Cyber Compliance. Continue to implement the AEGIS Cyber Roadmap which introduces enterprise grade cyber security protection to the AEGIS Weapon System specific to BL 9 fielded configurations. Continue to support implementation and integration of Situational Awareness, Boundary Enforcement, & Response (SABER), which provides essential cybersecurity capabilities required to protect Navy Control Systems and support service cybersecurity objectives within AEGIS BL 9 configurations. Collaborative IAMD Planning Program (CIPP): Continue to support CIPP requirements to develop and update tools in support multi-ship, multi-baseline ballistic missile and air defense planning in a common collaborative environment across ships, strike groups, and higher headquarters for IAMD that enables an exchange of plans and data. Continue to execute CIPP PoR DEVSECOPS pipeline within the approved software armory. Design and Development of CIPP BMA capabilities.

FY2026 to FY2027 change

FY26 to FY27 projected increase due to increased size and scope of BL 9.C3 iterations, including capabilities identified by resource sponsor and critical fixes identified from previous iterations of BL 9.C3, and to address CIPP updates.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Conduct and maintain all risk management activities required to identify, mitigate and resolve critical risk that would impact the fielding of BL 9.C3 Increment 1 Certification in Q3 FY26. Conduct Future Iteration Definition Period 3 Q4 FY26 Integrate BMD capabilities as delivered by MDA. Continue to support the incremental design, development and integration of BL 9.C3.0 and BL 9.C3.1 as identified in the resource sponsor Requirements letter. Continue weapon system integration and combat system test events to include test planning, execution, and analysis, as well as integration, maintainability, and stability events. Finalize training curriculum and documentation updates to reflect new capabilities. Continue to develop criteria evaluation metrics for technical and programmatic events in support of Mission Readiness Assessments (MRA), In Process Reviews (IPR), Program Reviews, and Test Readiness Reviews (TRRs) as required to support the requirements of each milestone to ensure program success. Execute Combat System Safety Program to address all Weapon System Explosive Safety Review Board (WSESRB) requirements. AEGIS Task Force Cyber Awakening (TFCA): Support TFCA requirements to implement new Cyber functionality in development baselines and address gaps identified in fielded systems to ensure Cyber Compliance. Specific areas of focus on FY26 will include the following efforts in support of AEGIS BL 9 fielded ships. Continue to implement the AEGIS Cyber Roadmap which introduces enterprise grade cyber security protection to the AEGIS Weapon System specific to BL 9 fielded configurations. Support implementation and integration of Situational Awareness, Boundary Enforcement, & Response (SABER), which provides essential cybersecurity capabilities required to protect Navy Control Systems and support service cybersecurity objectives within AEGIS BL 9 configurations. Collaborative IAMD Planning Program (CIPP): Support CIPP requirements to develop and update tools in support multi-ship, multi-baseline ballistic missile and air defense planning in a common collaborative environment across ships, strike groups, and higher headquarters for IAMD that enables an exchange of plans and data.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 24% of project 1447's FY2027 request and 21% of PE 0604307N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
