What the FY2027 request buys
Verbatim from the R-2A exhibit for project 1447 of PE 0604307N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Support Combat System Ship Qualification Trials aboard DDG 128 in Q1 FY26. Continue to support the incremental design, development and integration of AEGIS BL 10.0.1, completing the Baseline Phase 4 Combat System Shipboard Testing, Final Certification and fielding for BL 10.0.1. Continue executing integration events, maintainability events, and stability events. Finalize training curriculum and documentation updates to reflect new capabilities. Conduct and maintain all risk management activities required to identify, mitigate and resolve critical risk that would impact the fielding of AEGIS BL 10.0.1/10.1 and BL 10M. Task Force Cyber Awakening (TFCA): Support the TFCA requirements to implement new Cyber functionality in development baselines and address gaps identified fielded systems to ensure Cyber Compliance. Continue to implement the Cyber Roadmap which introduces enterprise grade cyber security protection to the AEGIS Weapon System specific to BL 10 fielded configurations. Support implementation and integration of Situational Awareness, Boundary Enforcement, & Response (SABER), which provides essential cybersecurity capabilities required to protect Navy Control Systems and support service cybersecurity objectives within BL 10 configurations.
FY26 to FY27 decreases due to reduction in requirements associated with DT/OT and the delivery of initial BL 10 configuration.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Software defect corrections from past developmental test phases 1 and 2 and Flight Test Exercises (FTM)-51. The focus for FY2026 is on executing critical test events to validate and enhance the AEGIS BL10.0.1 capabilities to deliver agile, data-driven, and mission-ready software. Key milestones include Flight Test Mission (FTM)-40 in May, which tests IAMD/BMD performance; Operation Test Phase 1 (OT-1) in May, focusing on manned raids and surface warfare/air defense tracking exercises; and PAC Dragon (PD) 2026 in August, which ensures readiness through regression checks and low-elevation tracking exercises. These events are pivotal in advancing warfighting capabilities and ensuring operational readiness. Update training curriculum and documentation to reflect new capabilities. Provide system engineering efforts required to support the Integrated Product Teams. Program Management Team (PMT), System Engineering Cross Product Team (SECPT), Element, Safety, Configuration Management (CM), Test & Evaluation (T&E), Certification, and Subject Matter Experts (SME). Participate in and evaluate remaining AEGIS BL 10.0.1 design decisions, Engineering Technical Reviews (ETR), Specification Change, Review, Implementation, and baseline governance boards and Navy Review Team (NRT). Execution of all Test activities and stimulation capability required to validate system functionality, system interfaces, performance requirements, multi-unit interoperability and ensure system stability. Conduct Change Review Boards (CRB) to review computer program defects, characterize risk to system performance, and identify defect corrections. Develop and maintain risk management activities required to identify, mitigate and resolve critical risk that would impact the fielding of BL 10.0.1. Continue to develop criteria metrics for technical and programmatic events in support of Mission Readiness Assessments (MRA), In Process Reviews (IPR), Program Reviews, and Test Readiness Reviews (TRR) as required to support the requirements of each milestone to ensure program success. Conduct Combat System Safety Program to address all Weapon System Explosive Safety Review Board (WSESRB) requirements. Provide programmatic and technical leadership in a collaborative Navy and industry environment. Install BL10.0.1 on DDG 126 and DDG 129 in June and March respectively. The load to be installed will be the latest load installed on DDG 128 last FY. Continue to test and make computer program updates to address various hardware configurations and Weapon System Elements. Provide system engineering efforts required to support the Integrated Product Teams. Execute all Test activities and stimulation capability required to validate 10.0.1 system functionality and ensure system stability. Integrate BMD/IAMD capabilities as delivered by MDA. Commence and Complete BL 10.1 System Requirements Review (SRR) in accordance with Phase 1 Combat System Requirements Definition and Specification Development. Continue BL 10.0.1 weapon system integration and combat system test events to include test planning, execution, and analysis. Execute Change Review Boards (CRB) to review BL 10.0.1 computer program defects, characterize risk to system performance, and identify defect corrections. Commence BL 10M System Requirements Review (SRR) in accordance with Phase 1 Combat System Requirements Definition and Specification Development. Provide programmatic and technical leadership in a collaborative Navy and industry environment. Identify, test and fix critical issues identified that impact the operational effectiveness of the AEGIS Combat System. Execute Combat System Safety Program for BL 10.0.1 to address all Weapon System Explosive Safety Review Board (WSESRB) requirements. Demonstration Testing / Operational Testing (DT/OT): Support the DT/OT requirements to validate Combat System performance as required to support the fielding of advanced Warfighting capabilities. Conduct DT/OT Planning, Execution, Analysis, and Reporting for DT/OT of BL 10.0.1 on DDG 125 and CP-24 on modernized FLT IIA DDG. Coordinate with T&E stakeholders to include Operational Test and Evaluation Force and DOT&E to ensure alignment between T&E stakeholders to support conduct of DT/OT in accordance with DoW 5000.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 173.2 |
| FY2026 | Enacted | 158.1 |
| FY2027 | Request | 112.5 |
This activity is 30% of project 1447's FY2027 request and 26% of PE 0604307N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
