COMBAT SYSTEM INTEGRATION: Conduct System Engineering, software engineering, and program management tasks to include develop and review specifications, interface definition, code development, component level testing, element verification, and early system level integration. Provide system engineering efforts required to support the Integrated Product Teams. Program Management Team, System Engineering Cross Product Team, Element, Safety, Configuration Management, Test & Evaluation, Certification, and Subject Matter Experts. Conduct Engineering Technical Reviews, Specification Change, Review, Implementation, and baseline governance boards and Navy Review Team. Support for technical and programmatic meetings in support of In Process Reviews, Software Increment Reviews, Program Reviews, and Test Readiness Reviews as required to support the requirements of each milestone to ensure program success. Conduct and maintain all risk management activities required to identify, mitigate and resolve critical risk that would impact the fielding. Conduct controlled flight test of missile to demonstrate safe egress of the missile from Mk 41 canister and capture seeker data for above-water environment. Conduct hardware-in-the-loop testing at land-based test sites of the combat system logic and missile communication and guidance. Perform system safety analysis and provide briefings to SSSTRP and WSESRB. Perform planning and preparation for guided flight test in early FY28 to demonstrate in-flight control of the missile from a SPY-1 radar. MK-41 VERTICAL LAUNCH SYSTEM (VLS) DEVELOPMENT AND INTEGRATION: Develop MK 41 VLS canister for vertical launching of a PAC-3 MSE. To align with the Munitions Acceleration Council's directive, the development of a MK 41 VLS canister for the PAC-3 MSE is a top priority. This effort involves procuring long-lead items for prototyping to ensure availability for flight testing, followed by canister qualification and ordnance handling demonstrations. All technical data, interface control drawings, and software ECPs will be finalized. The PAC-3 MSE Navy will then be integrated into the MK 41 BLVII software, which will undergo initial testing and certification, and all associated test equipment will be updated. PATRIOT ADVANCE CAPABILITY-3 MISSILE ENHANCEMENTS, INTEGRATION AND TEST: Development of a dual-band radio, Fire Control, and missile software updates will continue for the use of the PAC-3 MSE in a maritime environment. Long lead items will be procured for the prototyping of the dual-band radio and end-fire antenna. In line with the MAC's focus on strengthening the domestic supply chain, long-lead items for test equipment specific to the Navy will also be procured, including a Virtual Operational missile (VOM), Hardware in the loop (HWIL), Dynamic Inert Missiles (DIM), and Inert Operational Missile (IOM). A modeling and simulation environment will be created utilizing the existing US Army infrastructure to maintain commonality between services. Missile emulation testing will be conducted within the combat system to ensure the missile can communicate with the Aegis combat system and the SPY-1 radar. A Critical Design Review and software control boards will be performed for certification. Electromagnetic and HERO testing will be conducted for Navy environments. A flight test is scheduled for the fourth quarter of FY27 to ensure safe egress within the newly developed canister and to test the prototype radio with a SPY-1 radar. These efforts are critical to the broader national security strategy of deterring aggression and maintaining a decisive military advantage.
FY26 to FY27 increases by $6,261M, due to the investment of funding to PAC-3 Missile development, VLS Launcher Changes to hardware and software, and Combat System integration to support new advanced missile.
