Mission & acquisition strategy

Army's Next Generation Command and Control (NGC2) is the Army's highest Command and Control (C2) modernization priority and will enhance the ability to conduct multi-domain operations by integrating advanced technologies, improving interoperability, and increasing the speed and accuracy of decision-making processes. This funding line supports the Command and Control (C2) Application Layer within the NGC2 ecosystem. A fully integrated C2 Application Layer is essential for maintaining operational superiority in a complex battlefield environment.

The Next Generation Command and Control (NGC2) Software Acquisition Pathway (SWP) program continued in the Planning Phase during FY26. The program consists of Data and Applications Layer efforts to define, develop, test and refine software solutions that support the overall NGC2 capability. Experimentation with 4th and 25th Infantry Divisions, using industry-leading solutions, will provide insights to inform a transition into two Execution Phase SWP programs, one for the Data Layer and one for the Applications Layer to deliver NGC2 data and applications capabilities to the Warfighter.

What project C2D buys

This funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize the Command and Control (C2) systems, Application Layer. Project C2D / WARFIGHTER C2 APPLICATIONS is established in Fiscal Year (FY) 2027 as part of a new funding structure for the NGC2 investment in modernization of Army C2 systems. This project represents a funding line consolidation and structure change for the NGC2 Application Layer and does not constitute a new start program or effort. Funding for NGC2 Application Layer activities was provided in FY 2026 under PE 0604818A Project EK9 / Tactical Network Operations and Management, and PE 0604818A Project DL8 / Predictive Logistics, which are realigned under this PE beginning in FY 2027. WARFIGHTER C2 APPLICATIONS delivers a new generation of agile applications focused on enhancing synchronization and effectiveness across the six core warfighting functions (WfF) (Command and Control, Movement and Maneuver, Intelligence, Fires, Protection, and Sustainment) for the C2 Application Layer of the NGC2 ecosystem. These specialized tools are designed to seamlessly interoperate with Common C2 Applications, drawing from and contributing to the single, unified C2 Data Layer. Built to be inherently modular, scalable, and secure, Warfighter C2 Applications break down traditional warfighting silos and ensure operational resilience in Denied, Degraded, Intermittent, or Limited (DDIL) environments. By leveraging a CI/CD pipeline, Project C2D dramatically accelerates the deployment of Warfighter C2 capabilities from prototype to the warfighter. The result is a cohesive operational environment that provides commanders with shared situational awareness, enabling the swift, informed decisions necessary to achieve and maintain battlefield superiority. FY 2027 funding supports the customization, prototyping, integration, and deployment of Warfighting C2 Applications into the C2 Application Layer of the NGC2 ecosystem. It includes a robust CI/CD pipeline, testing and evaluation, and training.

This initiative ensures every soldier accesses the same consistent, real-time information, which feeds directly into essential warfighting applications. The result is enhanced interoperability and a reliable operational picture for commanders, enabling faster and more effective decision-making. To ensure universal access, the storefront allows soldiers to find and download approved Common and Warfighter C2 Applications to their operational devices, much like a commercial app store. By employing a CI/CD pipeline, the project rapidly develops and integrates these tools, replacing numerous, disparate systems into a suite of common applications. FY 2027 funding supports the customization, prototyping, integration, and deployment of Common C2 Applications and a globally accessible storefront into the C2 Application Layer of the NGC2 ecosystem. It includes a robust CI/CD pipeline, testing and evaluation, and training.
