The Defense Civilian Training Corps (DCTC) program is directed by 10 U.S.C. Ch 113 with the purpose to prepare selected students for public service and meet critical skill gaps in acquisition, digital and critical technologies, science, engineering, finance, and other civilian occupations determined by the Secretary of War. With the requested FY 2026 funding, DoW will continue the two-year DCTC acquisition and sustainment-focused education and development program, piloting with the four universities and testing model improvements.

FY2026 plans — current year With the requested FY 2026 funding, DoW will continue the two-year (junior and senior) DCTC program at the four universities, to include testing model improvements which prepare DCTC for potential expansion in future years. DoW will continuously assess pilot program effectiveness for each cohort.

DoD will provide OMB an annual pilot program assessment report by October 31, 2025 and plans to provide OMB a DCTC Implementation Plan (required by Congress) by December 1, 2025 and to Congress by March 31, 2026.
