DEFENSE CRITICAL INFRASTRUCTURE - MISSION ASSURANCE
Beginning in FY 2023, the Defense Threat Reduction Agency (DTRA), as the DoD Center of Excellence for Mission Assurance Assessments, was tasked by the Deputy Assistant Secretary of War for Defense Continuity and Mission Assurance to provide oversight and program management of the Critical Infrastructure Defense Analysis Center (CIDAC) program in coordination with the Office of the Under Secretary of War for Policy (OUSW(P)), the U.S. Navy, and the U.S. Air Force. In FY 2027, this mission responsibility and funding transferred from DTRA to the Office of the Deputy Assistant Secretary of the Navy for Installations and Facilities DASN(I&F).
FY2027 planned work There are no plans for FY 2027 due to a functional transfer of mission and resources.
FY2026 to FY2027 change The current President’s Budget request is a decrease from the previous fiscal year due to a functional transfer of mission and resources from DTRA to the Office of the Deputy Assistant Secretary of the Navy for Installations and Facilities DASN(I&F).
FY2026 plans — current year - Provide oversight and program management of the CIDAC program in coordination with the Office of the Under Secretary of War for Policy (OUSW(P)), the U.S. Navy, and the U.S. Air Force. - Provide DoW products to facilitate DoW dependency analysis, vulnerability, and risk assessments. - Delivers threat and vulnerabilities assessments derived from information from the Intelligence Community, interagency, state and local partners, law enforcement partners, homeland defense organizations and the commercial sector to inform the DoW strategic risk decision-making processes.
FY2025 accomplishments - Provide oversight and program management of the CIDAC program in coordination with the Office of the Under Secretary of Defense for Policy (OUSD(P)), the U.S. Navy, and the U.S. Air Force. - Provide DoD products to facilitate DoD dependency analysis, vulnerability, and risk assessments. - Development of an enterprise knowledge platform to perform “outside the wire” threat analysis (J2) and build and maintain the CIDAC’s Threats Information Technology Environment (J6) driving transformational threat analysis and advanced analytics for CIDAC.
