What the FY2027 request buys

Verbatim from the R-2A exhibit for project UN7 of PE 0607384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue engineering, integration, and delivery of the CSC2 capability set in support of new features and follow-on capability releases (CRs). Initiate the transition and removal of the Legacy CBRN Information Systems, with CSC2 capabilities to be completed in FY 2028. Transition functions and features from the Mobile Field Kit (MFK), supporting accreditation, testing, and integration of select sensors and accelerating integration into CSC2. Supports continuous software developmental and operational testing on software updates and modernization efforts. Including the infrastructure for Continuous Integration/Continuous Delivery (CI/CD) development and processes to automatically build, test, and deploy new software capabilities. Provide program/financial management, costing, contracting, scheduling and acquisition oversight and product support for software redeployment and training to operational forces.

FY2026 to FY2027 change

Program/project funding transferred from another funding line. In FY 2027 funding transfers from MFK Project UN5/Understand to CSC2 Project UN7/Understand to accelerate the planned integration of MFK into CSC2.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue engineering, integration, and delivery of the CSC2 capability set in support of the Minimum Viable Capability Release (MVCR) delivered 3Q FY 2024 and the planned quarterly software releases that follow. Provide for the infrastructure for Continuous Integration/Continuous Delivery (CI/CD) software development and processes to automatically build, test, and deploy software capabilities. Maintain operational status and execute continuous engineering of fielded chemical and biological (CB) software systems (CBRN IS, JEM, and JWARN) until CSC2 replaces them across FY 2027-FY 2029. Continuous engineering includes updates to host architectures, operating systems, cybersecurity requirements, and North Atlantic Treaty Organization (NATO) standards. Provide program/financial management, costing, contracting, scheduling and acquisition oversight and product support for software redeployment and training to operational forces.

FY2025 accomplishments

Continue engineering, integration, and delivery of the CSC2 capability set in support of the Minimum Viable Capability Release (MVCR) and follow-on capability releases (CRs). Continue post-production software support of the Legacy CBRN Information Systems, until the CSC2 is available to be delivered. This continued development will include updates to host architectures, operating systems, cybersecurity requirements and North Atlantic Treaty Organization (NATO) standards.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 50% of project UN7's FY2027 request and 42% of PE 0607384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
