What the FY2027 request buys
Verbatim from the R-2A exhibit for project UN7 of PE 0607384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
MOD MED will continue annual cyber security updates, management of hardware and software configurations, and develop additional pre-emergency use authorization (EUA) assays for diagnostic systems post MS C; complete Log Demo, complete Critical Design Review (CDR) and Operational Testing (OT) for the NGDS 1 Tech Refresh, continue executing regulatory activities for legacy autoinjectors, and continue post-approval stability testing to extend shelf-life of Pyridostigmine Bromide Extended-Release (PB ER) tablets.
Decrease in MOD MED activities from FY 2026 to FY 2027 is primarily driven by the completion of Nonclinical and Clinical Trials for the NGDS 1 Tech Refresh effort; other activities within MOD MED are relatively stable.
FY2025–FY2026: what came before
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
MOD MED will continue annual cyber security updates, management of hardware and software configurations, and develop additional pre-emergency use authorization (EUA) assays for diagnostic systems post Milestone C; complete non-clinical, clinical, and melt window studies for the NGDS 1 Tech Refresh; execute regulatory activities for legacy autoinjectors; and begin post-approval stability testing to extend shelf-life of Pyridostigmine Bromide Extended-Release (PB ER) tablets.
Continued developmental activities for a system to maintain the Biological Warfare diagnostics capability currently provided by Next Generation Diagnostic System Increment 1 (NGDS 1). Continued annual cyber security updates, management of hardware and software configurations, and development additional assays for emerging threats. Continued support for Army Office of the Surgeon General (OTSG) - Sponsored regulatory activities for legacy autoinjectors. Continued conducting design improvements needed for Antidote Treatment Nerve Agent Autoinjector (ATNAA) to meet FDA's reliability requirements.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 15.0 |
| FY2026 | Enacted | 18.2 |
| FY2027 | Request | 16.0 |
This activity is 23% of project UN7's FY2027 request and 19% of PE 0607384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
