What the FY2027 request buys

Verbatim from the R-2A exhibit for project UN7 of PE 0607384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue technical refreshment of CBRN DRS, Common Analytical Laboratory System (CALS), Analytical Laboratory System (ALS) Modification (MOD), M8, Enhanced Maritime Biological Detection (EMBD) and Joint Chemical Agent Detection (JCAD) - M4A1 Obsolescence. Plans include continue sensor modernization, support equipment obsolescence management, and market research of detection equipment for CBRN DRS, continue addressing obsolescence of Gas Chromatograph Mass Spectrometer (GC MS) system with an analytical system that will work within existing space and interoperability constraints for the ALS MOD and CALS, continue development of Next Generation Diagnostic System (NGDS) Sentinel Panel for use on the SPOTFIRE System for ALS MOD and CALS, continue modernization and identification of replacement technology of the M8 to increase the confidence in detection of traditional and emerging threats, continue software modernization and obsolescence management of electrical components on circuit card assemblies for EMBD, and begin technical refresh of the JCAD M4A1 by conducting performance and functional testing to prove form/fit/function equivalence of the JCAD-M4A2.

FY2026 to FY2027 change

Increase due to cost of additional scope and target of obsolescence activities in FY 2027 for the biological detection and CBRN DRS detection evaluation activities.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue technical refreshment of CBRN DRS, Common Analytical Laboratory System (CALS), Analytical Laboratory System (ALS) Modification (MOD), M8, and Enhanced Maritime Biological Detection (EMBD). Plans include addressing capability gap resulting from obsolescence of the current Gas Chromatograph Mass Spectrometer (GC MS) system within the CALS program with an analytical system that will work within existing space and interoperability constraints that will detect and identify various Volatile Organic Compounds (VOCs) and Semi Volatile Organic Compounds (SVOCs), obsolescence management and market research of detection equipment for CBRN DRS, continue modernization of the M8 to increase the confidence in detection of traditional and emerging threats, and continue software refreshments and electronics components obsolescence for EMBD.

FY2025 accomplishments

Continued technical refreshment of CBRN DRS, Common Analytical Laboratory System (CALS), Analytical Laboratory System (ALS) Modification (MOD), M8 Chemical Detection Paper, and Enhanced Maritime Biological Detection (EMBD). Addressed capability gap resulting from obsolescence of the current Gas Chromatograph Mass Spectrometer (GCMS) system within the CALS program with an analytical system that will work within existing space and interoperability constraints that will detect and identify various Volatile Organic Compounds (VOCs) and Semi Volatile Organic Compounds (SVOCs), obsolescence management of support equipment and conducting a verification and validation of a non-intrusive assessment technology insertion for the Chemical Biological Radiological Nuclear Dismounted Reconnaissance System (CBRN DRS), continued modernization of the M8 and start surety testing and user touch points to support changes to M8, and software refreshments and electronics components obsolescence for EMBD.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 18% of project UN7's FY2027 request and 15% of PE 0607384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
