This Air Force/Navy program is structured in response to the Joint Service Operational Requirement Document and Mission Element Need Statement to develop an air superiority air-to-air missile with significant improvements in operational utility and combat effectiveness. This program supports the integration of AMRAAM into Navy aircraft with analysis of Navy unique applications, aircraft missile integration tasks, product improvement efforts including missile software upgrade development and procurement of hardware to support Navy test and evaluation tasks. Funding in FY 2025 through FY 2031 supports the System Improvement Program (SIP) and Navy unique Test & Evaluation (T&E) for software fielding.

FY2027 planned work Develop and procure test resources required to meet test requirements and provide support personnel to execute AIM-120 Developmental Test (DT) and Operational Test (OT) events. Hardware-in-the-loop facility operations will continue.

FY2026 to FY2027 change FY 2027 T&E decreased by $2.596 million due to the program shifting to SIP 3 Tape 3 and SIP 5 development efforts.

FY2026 plans — current year Develop and procure test resources required to meet test requirements and provide support personnel to complete AIM-120 DT and OT events. Operate hardware-in-the-loop facility. SIP 4 begins with the IT and OT flight test in the first quarter and follows on throughout FY 2026. SIP 5 and SIP 3 Tape 3 begin captive flight tests to support software build requirements with SIP 5 beginning in the second quarter and SIP 3 Tape 3 beginning in third quarter.

Mission & acquisition strategy

The Department encourages additional vendor participation in the design, development, and production of alternative weapons systems to meet current and future warfighting requirements. With current major weapons systems production at capacity, the nation is looking for alternative systems to fill these gaps. The Department is implementing diverse procurement strategies to enable rapid acquisition. These will include the use of Other Transaction Authorities, 'Marketplace' acquisition platforms, and alternative concepts to increase supply and suppliers in addition to traditional FAR-based procurement strategies.

AMRAAM production procurements will continue across the Future Years Defense Program with periodic pre-planned technical design refreshes and value engineering change proposals. AMRAAM's Acquisition Program Baseline was updated on 28 Oct 2015. AMRAAM's Acquisition Strategy Report was updated on 16 May 2018. SIP development efforts continually mature capabilities through software and/or hardware upgrades to maximize missile performance to address current and emerging threats. These missile performance improvements are incrementally fielded ensuring inventory viability into the future. SIP development contracts are cost type efforts.
