Mission & acquisition strategy

The Department encourages additional vendor participation in the design, development, and production of alternative weapons systems to meet current and future warfighting requirements. With current major weapons systems production at capacity, the nation is looking for alternative systems to fill these gaps. The Department is implementing diverse procurement strategies to enable rapid acquisition. These will include the use of Other Transaction Authorities, 'Marketplace' acquisition platforms, and alternative concepts to increase supply and suppliers in addition to traditional FAR-based procurement strategies.

An initial USN LRASM C-3 acquisition strategy was approved November 2022 for the incorporation of an engineering change proposal to the LRASM C-1. An updated USN LRASM C-3 acquisition strategy was approved March 2026 supporting the strategic decision to have C-3 be a distinct subprogram within the OASuW Inc I effort. This evolution to LRASM C-3 includes the additional capabilities of extended range, advanced survivability and beyond line of sight communications. It will enter into the formal MCA pathway at Milestone C in FY2027. The Navy is leveraging USAF and USN investment in the AGM-158 family of weapons to provide a future strike capability and enable further growth in the OASuW mission to optimize schedule, cost and performance tradeoffs.

What project 3466 buys

The LRASM C-3 (PU 3466) is established to enhance the Navy's OASuW and incorporate a future long range strike capability into the Navy's arsenal derived from the Navy's AGM-158C-1 LRASM and the Air Force's AGM-158 JASSM-ER. The Navy will integrate an AGM-158 derived weapon with extended range, enhanced radio and survivability onto F/A-18 aircraft and partner with USAF to further the capabilities of the AGM-158 product line. This funding line resources requirements for future Navy strike mission integration and employment by upgrading the existing AGM-158C product to respond to rapidly changing threats. FY 2026 request for LRASM C-3 includes $129,596 million of discretionary funding and $118.000 million of reconciliation funding for a total of $247.596 million. FY 2026 funding supports the continued product development of LRASM C-3 with prime contractor, inclusive of a second source fuel tank effort.

What project 3337 buys

Offensive Anti-Surface Warfare (OASuW) is an offensive weapon system that can be air, surface, and subsurface launched in the maritime battle space environment. OASuW is a vital component of the Joint Force Anti-Surface Warfare capability and incorporate new and emergent technologies to support an increased offensive future strike capability. Due to emerging threats, the fleet issued an Urgent Operational Needs Statement (UONS) that identified a capability gap for a long-range anti-ship missile to be filled by 2018. Directly supporting this UONS and significantly reducing Joint Force warfighting risks, the U.S. Navy initiated OASuW Increment 1 (OASuW-1), which leverages the Defense Advanced Research Projects Agency (DARPA)/Office of Naval Research Long Range Anti-Ship Missile (LRASM) demonstration program to deliver an Early Operational Capability (EOC) in the required timeframe. LRASM fills the most urgent air-launched capability gap to complement existing ASuW weapon systems and positions the Department of War to address evolving surface warfare threats. LRASM is integral to realizing the National Defense Strategy of combat-credible military forces to deter war, protect the security of our nation and to enable the Joint Force to win should deterrence fail. The development and acquisition of LRASM has been structured to be fielded at a pace relevant to maintain overmatch against long-term strategic competition. Specifically, LRASM directly contributes to building a more lethal force and is a critical enabler for joint lethality in contested environments; deterring adversaries from aggression; ensuring common domains remain open and maintaining favorable regional balances of power. OASuW-1 includes efforts to develop, integrate and test navigation software improvements and to develop mission validation and cryptographic tools to facilitate Network Enabled Weapon (NEW) employment. OASuW-1 further includes System Improvement Program (SIP) efforts to continually address threat and capability-pacing updates and supporting activities.

What project 3343 buys

The Department of the Navy is developing Offensive Anti-Surface Warfare Weapon Increment 2 (OASuW Inc 2), (PU 3343) to address weapon system requirements based on the OASuW Analysis of Alternatives (AoA) and informed by forecast progression in peer competitor naval capabilities. OASuW Inc 2 will be a carrier-suitable, higher-speed, longer-range, air-launched weapon system providing superior Anti-Surface Warfare capabilities. The program is part of the Navy's Long Range Fires investment approach to meet objectives of the National Defense Strategy. As a key component of this strategy, OASuW Inc 2 will address advanced threats from engagement distances that allow the Navy to operate in, and control, contested battle space in littoral waters and Anti-Access/Area Denial (A2/AD) environments. The program will leverage and further advance foundational achievements in the joint Science and Technology (S&T) enterprise, making targeted investments in Navy integration of critical system attributes. User priorities, in the form of pacing the evolving maritime threat, will be the centerpiece of the system requirements and the associated development and fielding schedule.
