What the FY2027 request buys
Verbatim from the R-2A exhibit for project 2223 of PE 0603640M. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Continue: - Develop a recommendation engine prototype to adapt strategies based on adversary actions. - Advanced technology development to evaluate operational utility of Artificial Intelligence (AI) and Machine Learning (ML) algorithms to improve decision making; and develop, demonstrate, and experiment with decision aids operating on fused organic sensor data focused on improving decision-making and reducing operator workload during Marine Corps training exercises and operations. - Develop generate synthetic data useful for machine learning while learning and demonstrating how to combine real data from training or operations. - Research development of a customizable fused common tactical picture incorporating tools to support planning, execution, and assessment that will allow commanders the all-domain situation awareness required to make informed and timely decisions, while improving the usability and easy to collect and tailor the data and visualizations. - Research to develop and demonstrate new artificial intelligence (AI) systems to automate monitoring and alerting. Research will integrate video analytics with edge processing to create high-throughput detection, classification, and tracking across multiple operational domains. - Development and iterative user testing of hands-free situational awareness prototype to support the Joint Targeting and Coordination Handoff System program and related activities. Complete: - Development of a long-range, minimally-manned, expeditionary sensor for austere environments. - Research effort to demonstrate an amphibious operations decision support tool that aggregates, processes, and assimilates surf observation with state-of-the-art data sources to support commander's decision-making. - Research to examine wartime composite repair technologies to support expeditionary operations. Initiate: - Design and prototype of a sensing system of systems for Marine tactical units to organically sense to the limits of their tactical fires using a combination of unmannes systems with enhanced sensing capabilities. This incorporates edge processing applicable to detection, classification, and identification of threats in contested environments.
The increase in funding from FY 2026 to FY 2027 is due to the initiation of an effort to enhance the organic sensing capability of Marine units out to tactical range of long-range fires.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
- Continue to develop a recommendation engine prototype to adapt strategies based on adversary actions. - Continue advanced technology research development to evaluate operational utility of Artificial Intelligence (AI) and Machine Learning (ML) algorithms to improve decision making; and develop, demonstrate, and experiment with decision aids operating on fused organic sensor data focused on improving decision-making and reducing operator workload during Marine Corps operations exercises and operations. - Continue to develop generate synthetic data useful for machine learning while learning and demonstrating how to combine real data from training or operations. - Continue research development of a customizable fused common tactical picture incorporating tools to support planning, execution, and assessment that will allow commanders the all-domain situation awareness required to make informed and timely decisions. - Continue work to develop and demonstrate new artificial intelligence (AI) systems to automate monitoring and alerting. Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 9.6 |
| FY2026 | Enacted | 15.8 |
| FY2027 | Request | 16.4 |
This activity is 14% of project 2223's FY2027 request and 5.7% of PE 0603640M's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
