Facility Restoration and Modernization - T&E

This program element included all necessary expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program element 0605807F. Restoration includes repair or replacement work to restore facilities damaged by inadequate sustainment, excessive age, natural disaster, fire, accident, or other causes. Modernization includes alteration or replacement of facilities to implement new or higher standards, to accommodate new functions, or to replace aging building components that typically last more than 50 years (such as framework or foundation). Environmental compliance costs, facility leases, and other tasks associated with facilities operations (such as custodial services, grounds services, waste disposal and the provision of central utilities) are not included. Restoration/modernization funds support the following Air Force test organizations and their associated test and evaluation facilities: the 96th Test Wing (TW) at Eglin AFB, FL; the 412TW at Edwards AFB, CA; and the Arnold Engineering and Development Complex (AEDC), to include assets at Arnold AFB, TN, the 704th Test Group (TG) at Holloman AFB, NM, the 704TG Landing Gear Test Facility (LGTF) at Wright-Patterson AFB, OH, the Hypersonic Wind Tunnel 9 at White Oak, MD, and the National Full-Scale Aerodynamics Complex (NFAC) at Moffett Field, CA. This program is in Budget Activity 6, RDT&E Management Support because this budget activity includes research, development, test and evaluation efforts and funds to sustain and/or modernize the installations or operations required for general research, development, test and evaluation.
