Rapid Resilient Command and Control (R2C2)
The Space Rapid Capabilities Office (Space RCO) Rapid Resilient Command and Control (R2C2) Combined Program Office (CPO) is developing and demonstrating SatOps command and control (C2) services and infrastructure for Guardians across the space enterprise. As a result, the Service will improve and prepare infrastructure, improve battle management of weapon systems, and be able to deter, neutralize, defeat and/or destroy counterspace threats and defend the homeland. This program falls within the Multi-Mission Support mission area which provides the systems and efforts that evenly contribute to multiple mission areas across the space enterprise. Space Force Investment program interdependencies include: RDT&E Budget Line Items: Defensive Cyber Operations - Space (1203040SF); Rapid Resilient Command and Control (1206772SF); Satellite Control Network (1203110SF); Space and Missile Test and Evaluation (1203173SF; Space Force IT, Data Analytics, Digital (1203010SF); and elements of Procurement Budget Line Items: AF Satellite Comm System (AFSCOM); Spaceborne Equip (Comsec) (MC0MSE); Spares and Repair Parts (SSPARE); and Space Digital Integrated Network (SDN000). The Assistant Secretary of the Air Force for Space Acquisition and Integration directed the formation of a CPO by merging Enterprise Ground Services (EGS) from Space Systems Command (SSC) and Ground Command, Control, and Communications (GC3) from Space RCO. This CPO was named the R2C2 CPO and utilizes the Space RCO acquisition authorities under the Space RCO Program Executive Officer to execute funding in the EGS and GC3 program elements to develop an extensible, scalable, modular ground segment solution capable of supporting protect and defend missions of the United States Space Force. Combined EGS and GC3 funding will be used wholly and directly to support CPO activities. R2C2 will continue development and integration of the satellite operations ground segment solution (SatOps) to support the orbital warfare mission set, including, but not limited to, capabilities and services needed to perform mission control. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 1206392SF and 1206398SF.
